Description

The city of Ahaus plans to build a new fire and rescue station and a construction yard at the existing site. Both buildings and users are adjacent to each other as direct neighbours. In advance, kplan office conducted needs assessments, supplemented by the Real Estate department of the city of Ahaus. The space requirements have been confirmed by the political bodies of the city of Ahaus. The planning includes the implementation of all defined requirements, with particular consideration of synergies and efficient use of the site. Central aspects include infrastructural connectivity and a future-proof energy supply. Since the construction measures will take place during ongoing operations, phased implementation is necessary. To illustrate the long-term development prospects of the site and to create a sound basis for individual implementation measures, an integrated urban planning and architectural consideration of the site is necessary. The current estimate is approximately 45 million euros gross across all cost groups, with an accuracy of +/- 30%. The required areas for the fire and rescue station and the construction yard are approximately 14,000 sqm (GFA) in total. The available site is approximately 5 ha in size. To find the best possible design concept and a suitable planning office for this demanding task, the conduct of a realization competition according to RPW 2013 with approximately 15 participating offices is planned. Following the realization competition, a negotiation procedure according to VgV will be conducted with the prizewinners. Initially, negotiations will only be conducted with the first prizewinner. As part of this procedure, a suitable planning office (architect - building and interior design according to § 34 HOAI) will be found for handling the planning task. The competition is therefore aimed at individual applicants or applicant consortia, with or without subcontractors. The authorized representative of the applicant consortium is the architect or interior architect. Participation in the competition is possible as an individual applicant (all services are provided in-house) or as an applicant consortium; in both cases, the participation of subcontractors is possible. Participation by interior architects without the participation of an architect is only permitted with unrestricted building permit authorization. For interior architects without unrestricted building permit authorization (according to § 67 BauO NRW 2018), mandatory cooperation with architects is necessary.
