The procurement of the dynamic purchasing system is carried out in accordance with the Public Procurement Act (LBKG no. 116 of 3 February 2025 with later amendments) and is offered in accordance with the rules on dynamic purchasing systems. Expected quantity of soil in tonnes: 6,650,000. Maximum quantity of soil in tonnes: 9,800,000. The expected annual quantities will appear from the tender list on the forthcoming tenders for Framework Contracts, tendered on the dynamic purchasing system. Through the dynamic purchasing system, HOFOR can purchase: - all services related to the reception, treatment and disposal of soil from HOFOR's ongoing operational, renovation and construction works, etc. - all activities that enable the utilisation of soil. classified recycled or utilised materials in non-virgin condition, e.g. washed gravel and sand. Soil received from HOFOR's excavations can be: - dry or wet, - documented or undocumented, - clean or contaminated. Disposal of the soil can be - for cleaning, - for reuse in HOFOR's excavations or - for final disposal. All Soil Recipients who apply for inclusion in the Dynamic Purchasing System and who meet HOFOR's minimum requirements for suitability, and who are not subject to exclusion grounds, are granted access to and included in the system. Commitment to award: HOFOR has the right to use the Dynamic Purchasing System to purchase the services described for the entire duration of the system. HOFOR is not obliged to award a specific quantity of services based on the Dynamic Purchasing System. The dynamic purchasing system does not impose an "exclusivity obligation" on HOFOR and, within the framework of the procurement rules, HOFOR can purchase the above-mentioned services from Soil Recipients who are not included in the system. HOFOR will conduct tenders on the dynamic purchasing system regarding framework contracts of an ordinary duration of 1-2 years on 'Reception, treatment and disposal of soil on environmentally approved facilities'. The framework contract may have an option for up to 2 extensions of a total duration of 24 months. The tender conditions and contractual basis related to the specific tender will be made available when the invitation to tender is sent, pursuant to the Public Procurement Directive, Article 53. A draft of the standard tender conditions and the contract with annexes on these services will also be made electronically available to participants in the Dynamic Purchasing System. Only those applicants who are included in the Dynamic Purchasing System at the time of HOFOR's dispatch of the invitation to tender can participate in HOFOR's tenders regarding procurement on the Dynamic Purchasing System.
