France – Feasibility study, advisory service, analysis – 2026-025 Mise en oeuvre des 3 volets du Programme d'Intérêt Général « Pacte territorial France Rénov' » de Seine Normandie Agglomération

The contract includes an optional tranche defined in the tender specifications. The services are paid for by unit and lump-sum prices. Following the end of the SARE programme (end of 2024) and the OPAHs (May 2026), SNA wishes to commit to the new ANAH scheme: the "General Interest Programme - Territorial Pact France Rénov'" (PIG - PT FR'), which allows SNA to take over the information and advisory missions of the France Rénov' Advice Space and to replace the former OPAHs for supporting housing owners in their work (energy renovation, adaptation for ageing or disability, fighting substandard housing and renovation of condominiums). To this end, a public procurement procedure is launched with a view to commissioning a consultancy firm.
