Description

The subject of the contract is the modernisation and expansion of the sewage treatment plant in Marczyce (plot no. 11/5, 180/1) as part of Stage I, while maintaining the operation of the old facility (plot no. 12/12) and its decommissioning after the new installation is commissioned. 2. For the subject of this contract, the formula "Design and Build" applies, which means that the contract element, treated as Stage I, is the comprehensive, complete design of the project understood as complete design, cost, and technological documentation, along with detailed Technical Specifications for the Execution and Acceptance of Building Works (STWiORB/WWiORB) subject to approval by the Contracting Authority and other, not listed, necessary for the proper commissioning of the facility and obtaining decisions, permits, and other legal documents required for this type of facility. 3. The subject of the contract in the "Design and Build" formula covers the physical and full-sector implementation of Stage I of the investment, ensuring the full technological functionality of the facility up to a capacity of 12,500 RLM, whereby the Contractor is obligated to include in the design documentation and implement in the infrastructure of Stage I land and technical reserves for potential future expansion according to the following rules: 1) The design documentation (building, technical, and execution projects) prepared by the Contractor concerns only the facilities and installations implemented as part of Stage I. 2) At the planning and land development stage, the Contractor is obligated to provide spatial and land reserves, which means such location of Stage I facilities on the investment plot that in the future it will be possible to expand the treatment plant with additional technological lines without the need to demolish or rebuild the infrastructure erected in this contract. 3) In the installation area, the Contractor is obligated to design and implement within Stage I physical technical reserves prepared for future connection of the expansion, which means the absolute obligation to install blind collars, isolating valves, free branch connections on pipelines and collectors, as well as to leave reserve capacity on main switchboards, free cable routes, and at least 25% spatial and signal reserve in control cabinets and the superior SCADA system. 4. The subject of the contract - Stage 1 - involves the construction of a new mechanical-biological sewage treatment plant in Marczyce on plots no. 11/5, 180/1, with a capacity of RLM = 12,500 and an average daily flow rate of Qd = 1,630 m³/d. This stage includes ensuring the full capacity to accept transported sewage in quantities up to 100 m³/d and its buffering in a dynamic system (through the synchronised operation of the pumping station and emptying pumps) using the existing adapted retention facility. Safe acceptance of increased instantaneous flows during intense rainfall up to Qm = 280 m³/h (77.8 l/s). This stage also includes maintaining the continuity of operation of the existing facility on plot no. 12/12 and its complete decommissioning and conservation after the stable commissioning of the new installation. An integral part of Stage I (within the lump sum price) is the complete implementation of the system for discharging treated sewage to the receiver. The basic solution is to discharge treated sewage to the Czerwonka stream. As part of the implementation of the investment, the Contractor is obligated to conduct a detailed hydrological analysis and an analysis of the capacity of the existing outlet to the Czerwonka stream (for which a procedure for extending the water permit for the discharge of treated sewage for the existing treatment plant is in progress), in terms of the technical possibility of using it to receive the designed quantity of water. 5. In the event that the hydrological analysis and capacity analysis show the impossibility of receiving the quantity of treated water intended for Stage I through the existing outlet, the Contractor is obligated to design and implement an alternative, complete pressure-gravity system to the Podgórna stream as part of Stage I of the investment. The aforementioned system includes the construction of a pressure pipeline 250PE SDR11 PN16 and a gravity section Dn400 PVC SN8 along with the construction of the outlet DN 400 in the stone wall at km 3+311 of the Podgórna stream, running through plot no. 11/5 (Marczyce) and plots in the locality of Podgórzyn (no: 355/2, 509/5, 627/4, 468/1, 473/14, 462/9, 330/8, 532/2, 536/3 and 536/2). 6. The subject of the contract includes: 1) within the scope of the basic contract: a) preparation of design documentation (conceptual, building, technical, and execution) for the target scope of investment implementation along with obtaining the necessary agreements, opinions, permits, and decisions, including the building permit, b) construction of the sewage treatment plant, training, commissioning, testing, handover for operation and use (a permit for use is required). 2) within the scope of the contract under the right of option: a) construction of a complete pressure-gravity system to the Podgórna stream; b) removal of collisions with overhead lines SN 20 kV will take place if, in the design phase, the detailed location of the facilities shows a physical or normative collision with the overhead power line of the operator TAURON Dystrybucja S.A. A detailed description and the method of contract implementation is contained in the Functional-Operational Programme (hereinafter: "PFU") which is Annex No. 11 to the SWZ.
