The KVZ-Südbaden is currently constructing a sewage sludge mono-incineration plant for its members, the secured operation of which is expected to start in 2031 at the earliest. For the transitional period until secured operation, from 2029 onwards, a large number of the sewage treatment plant operators organised in the KVZ-Südbaden will require external sewage sludge treatment. Given the potential delay in the commissioning date of its own sewage sludge mono-incineration plant, a basic contract term with extension options is justified. The services will therefore be awarded for a period of two years from 01.01.2029. The contracting authority can extend the contract three times by one further year each by means of a unilateral written declaration to the contractor, which must be received no later than 6 months before the end of the contract (extension option). The contract will therefore end at the latest on 31.12.2033. The advertised services include all the services described in more detail in the procurement documents. The services are not divided into lots. The Sewage Sludge Ordinance (AbfKlärV) requires mandatory phosphorus recovery from sewage sludge ash from 01.01.2029. The market for the thermal treatment of sewage sludge is currently in a phase of upheaval nationwide due to the amendment of the Sewage Sludge Ordinance. Whether sufficient capacities for phosphorus recovery from sewage sludge ash will be available from 01.01.2029 is not guaranteed at this time. Some associations are currently calling for the postponement of the obligation to recover P. The main task of the KVZ-Südbaden is to ensure disposal safety and cost-effectiveness in connection with the thermal treatment of sewage sludge. In this context, bidders have the option of submitting an offer for one or both of the following variants. Reference is made to the award criteria in the procurement documents. Variant A: Thermal treatment of sewage sludge incl. logistics services with phosphorus recovery from sewage sludge ash Variant B: Thermal treatment of sewage sludge incl. logistics services without phosphorus recovery from sewage sludge ash. Bidders have the opportunity to get a personal impression of the local conditions before submitting an offer. This is particularly recommended for sewage treatment plants where, according to the fact sheets, only limited space is available for shunting operations. Prior appointment with the contracting authority is required for this. The site visit is not a mandatory requirement for submitting an offer. However, bidders must inform themselves independently about the local conditions, the scope of the services to be provided, building dimensions and any other circumstances relevant to the provision of the service. Any additional services or costs arising from a bidder not having informed themselves sufficiently shall be at the expense of the bidder or the contractor. Documents deemed missing or required by the bidder should be requested from the contracting authority in good time.
