Germany – Environmental Impact Assessment (EIA) services for construction – D953 - NordHub - Umweltfachliche Baubegleitung (UBB) während der bauvorbereitenden Maßnahmen und der Bauausführungen
Description
TenneT Germany operates as a transmission system operator in Germany, ensuring access to a reliable, sustainable, and affordable electricity supply through critical infrastructures. TenneT Germany is one of the largest investors in power grids in Germany and operates Germany's largest transmission grid, which spans 14,000 km and connects more than one-third of the EU's total offshore wind capacity. TenneT plans to build one of the first power hubs (also known as a multiterminal hub) in Germany in the municipalities of Agethorst and Mehlbek: the NordHub. The project was confirmed in the Grid Development Plan 2037/2045 and is part of the overall measure NordOstLink. The entire project, including the NordHub, has been included in the Federal Requirements Plan since 2022 and was expanded with a legislative amendment in 2024. TenneT thus has the legal mandate for planning and implementation. At the NordHub, offshore and onshore as well as DC and AC lines will be interconnected in the future. This will enable TenneT to feed more power from offshore wind farms into the grid and transport it to the high-consumption south – from 2034 up to 4 gigawatts. This makes the NordHub a Europe-wide significant power hub. The plant will consist of a DC switching station, a converter and a substation in the final expansion. The facilities will be built on two plots approximately three kilometers apart, which will be connected by a new overhead line to be constructed. The DC switching station and the converter will be built on an area in Agethorst, and the substation will be built on the second area in Mehlbek. Current information on multiterminal hubs and the NordHub can be found under the links Multiterminal-Hubs and TenneT NordHub. The subject of this tender is the environmental expertise (UBB) during the construction preparatory measures (BVM) and the construction implementation. The main tasks consist of identifying environmentally sensitive areas and recommending suitable construction measures as well as construction supervision regarding ecological and soil-related concerns. The UBB includes, in particular, the general monitoring and documentation of construction activities, particularly with regard to the environmental points of emission control, nature conservation, soil protection, waste, and water protection. The construction of the NordHub will take place in three construction phases. TenneT plans to award the UBB phase by phase. As a company qualified and experienced in providing comparable services, the contractor (AN) must provide all services that are recognizable as necessary for the subject matter of the contract, which is described in more detail in the documents.
