The subject of the contract is the promotion of the City of Piła in 2026 as part of the sporting activities in the discipline of women's volleyball. 2. The contractor undertakes to: 1) display the promotional sign of the City of Piła (attachment no. 8 to SWZ) – the display should include at least two banners with dimensions of at least 3.40 m x 1.00 m (minimum 3 matches); 2) ensure good visibility of the promotional sign of the City of Piła at press conferences (minimum 2 conferences); 3) place the promotional sign of the City of Piła on the match uniforms of the team; 4) place the promotional sign of the City of Piła on the contractor's website, on the contractor's promotional, advertising and informational materials; 5) organise in Piła at least one match or sporting event broadcast on television and the internet; 6) organise in Piła a meeting with youth promoting women's volleyball and the City of Piła as a city supporting sport. 1. The contracting authority will first, in accordance with Article 139(1) of the Pzp, carry out an examination and evaluation of the offers, and then qualify the contractor whose offer has been most highly evaluated, in terms of the absence of grounds for exclusion and the fulfilment of the conditions for participation in the procedure. 2. Communication in the procedure is conducted using electronic communication means, in accordance with the resolution of the President of the Council of Ministers of 30 December 2020. 2. The contracting authority conducts the procedure through the MarketPlanet Procurement Platform. The contractor, by participating in this procedure, accepts the terms of use of the MarketPlanet Procurement Platform. General rules for using the Platform: a) submission to the procedure requires the contractor to log into the System on the subdomain of the Municipality of Piła https://umpila.ezamawiajacy.pl or https://oneplace.marketplanet.pl b) the contractor, after selecting the option "join the procedure", will be redirected to the page https://oneplace.marketplanet.pl, where they will be notified of the possibility of logging in or creating a free account. The contractor creates an account by following the registration process; provides an email address, sets a password. c) after logging in, select the registration tab (after completing the registration form, send the registration application for verification – using the "send application" button). The contracting authority specifies the acceptable format of the qualified electronic signature: a) documents in "pdf" format are recommended to be signed in PAdES format, b) documents in a format other than "pdf" are recommended to be signed in XAdES format, in which case the contractor is then obliged to attach, in addition to the document to which the signature relates, a separate file with the signature, i.e. 2 files. Necessary hardware and software requirements enabling work on the Platform: a) permanent access to the Internet with a bandwidth of not less than 512 kb/s, b) a PC or MAC computer, with a configuration: memory min. 2 GB RAM, Intel IV 2 GHZ processor, one of the operating systems - MS Windows 7, Mac Os x 10.4, Linux or their newer versions, c) any installed internet browser supporting TLS 1.2, preferably in the latest version, in the case of Internet Explorer at least version 10.0, d) enabled JavaScript support, e) installed Acrobat Reader program or another one, supporting files in pdf format. The contracting authority specifies the acceptable formats of the transmitted data, i.e., in particular: .pdf, .xls, .doc, .docx, zip, rar, jpg, with the recommendation, for technical reasons, to use the .pdf format with a file size of up to 2 GB.
