AI 2026-0001 - Cooperation Agreement 3.0 Hard Surfacings

For the new construction and maintenance of hard surfacings within the municipality of Amsterdam, cooperation agreements (SOK) have been used since 2019. The current SOK 2.0, which replaced SOK 1.0 in May 2023, is a framework agreement divided into two segments (elemental hard surfacings and asphalt works). SOK 1.0 and SOK 2.0 have given a huge impetus to the sustainability of materials, the reuse of paving materials, the limitation of environmental nuisance and the reduction of failure costs within Amsterdam. The experiences from SOK 1.0 and SOK 2.0 have formed important input for SOK 3.0. The points for improvement mainly relate to reducing the administrative burden, providing continuity and achieving a fair price. Given the lessons learned from the previous cooperation agreements and the ambitions of the contracting authority, the following objectives have been formulated for SOK 3.0:

1. Doing more with fewer people. Reducing the administrative burden by simplifying processes and using automation and/or (AI) developments.

2. Improving the predictability and continuity of the work package for the SOK contractors.

3. More transparency, sharpness, verifiability and simplicity in achieving a fair price.

4. Limiting the costs of BLVC measures by more efficient phasing and integral implementation methods without compromising on safety.

5. Emission-free unless… Emission-free will be the new standard, with exceptions only possible if the loading capacity does not allow it or if this is accompanied by excessive costs.

6. Reuse unless… Freed materials should be reused as high-quality as possible and otherwise recycled. The use of primary raw materials should be limited as much as possible.
