The objective of the procurement The framework agreement is for the delivery of work clothing, outdoor clothing, work shoes, other work related footwear and the accompanying products to employees in the health, care and education sector in the participating municipalities. The objective of the framework agreement is to ensure access to functional, robust and seasonal clothing and footwear that supports employees ́ everyday work throughout the entire year. At the same time, the agreement shall contribute to simpler orders, better management of assortment and more equal treatment across municipalities and entities. The assortment shall cover work throughout the year and during varying weather, temperature and working conditions. This includes i.a. products for employees in nurseries, schools, before-and-after-school care, home care services, institutions, environmental services and other relevant municipal entities. These user groups have other needs than the technical sector regarding function, fit, assortment and ordering form. It is therefore chosen to carry out a separate procurement for this area. The agreement includes product deliveries, ordering system, customer service, size guidance, trial scheme, delivery, return, claims, product data, reporting and other services that are necessary for effective use of the contract. Tenderers ought to be aware that the procurement shall cover several municipalities and different service areas, and therefore there is a need for a system that functions both for continuous orders and for users who need testing and guidance when choosing a size and fit. The agreement shall be signed with one tenderer who shall be completely responsible for the entire delivery. The tenderer can use sub-suppliers and collaboration partners, but shall be fully responsible to the contracting authority for: All products that are delivered The ordering system Product Information Agreed prices and discounts Delivery and transport Customer Service Testing and size guidance Return, exchange and claims Reporting Contract follow-up Environmental obligations Follow-up of the supplier chain The municipalities in the contract have different local special agreements and there will be variations in which products each municipality will procure for its employees. The needs in the assortment can change if the municipalities ́ local special agreements are changed. The scope and value of the procurement The contract value is estimated to approx. NOK 8,620,000 excluding VAT per annum, giving an estimated total contract value of approx. NOK 34,480,000 excluding VAT for the entire duration of the framework agreement. The estimate is based on obtained information on the number of employees within relevant service areas in the participating municipalities, as well as a calculated annual average value of NOK 2,000 excluding VAT per employee. The amount is used as a technical calculation basis for estimating the contract value. The actual amount can vary considerably between the municipalities and between different service areas, i.a. due to the content of local special agreements, different needs for work clothes and different budgetary priorities. Several of the municipalities are, however, in the process of preparing or revising local special agreements for workwear, and there is, therefore, considerable uncertainty connected to both the number of users in the contract and the expected call-offs. The maximum contract value is NOK 40,000,000 excluding VAT. Please note that the stated value is an estimate and does not involve any purchasing obligations for the contracting authority or rights for the tenderer. The actual extent can be both higher and lower than the estimated within the contract ́s maximum value. Number of employees per municipality in health and education.
