Description

The subject of the public procurement is the implementation of the Project - comprehensive renovation of bridges on Class I roads. The Project is procured as a public-private partnership project in the form of DBFOM, and therefore includes design, build, finance, operate, and maintain (hereinafter also referred to as the "Project" in the appropriate grammatical form). The Project is procured through a competitive dialogue procedure according to the provisions of § 74 and following of Act No. 343/2015 Coll. on Public Procurement and on the Amendment and Supplement of Certain Acts as amended by later regulations (hereinafter "ZVO"). The contracting authority assumes that within the Project there will be a comprehensive renovation of 558 bridges selected by the contracting authority based on their technical condition, significance for safety, traffic connections and accessibility. At the time of the preparation of the PPP Bridges Project Feasibility Study, which preceded the decision to implement public procurement for the implementation of the Project, bridges classified in stages STS IV to STS VI according to Technical Conditions TP 060: Inspections, Maintenance and Repairs of Road Communications. Bridges (hereinafter "TP 060") were selected. These are diverse bridge structures (monolithic, prefabricated, steel) with varying lengths and width arrangements, which show significant defects and represent an increased risk of outage or complete non-functionality in the event of further degradation. The contracting authority assumes the following scope of the Project: Design: the successful tenderer within the Project will prepare the project documentation for the comprehensive renovation of bridges and ensure compliance with the conditions according to Act No. 25/2025 Coll. Building Act and on the Amendment and Supplement of Certain Acts (Building Act) as amended by later regulations (decision on the building project, verification of the building project). It is expected that the entire bridge will be replaced, or a comprehensive reconstruction of the load-bearing parts will be carried out while maintaining the required technical parameters, where the investment expenditures of the successful tenderer must reach at least 50% of the value of the asset after reconstruction. Construction: as part of the comprehensive renovation, the successful tenderer, in accordance with the project documentation, will carry out the complete replacement of the bridge, or a comprehensive reconstruction of the load-bearing parts while maintaining the required technical parameters. The renovation will be completed by putting each bridge into at least the STS II (very good technical condition) stage according to TP 060, which will allow their full operation without restrictions, i.e. without reduced load-bearing capacity, without temporary narrowings and without speed restrictions resulting from the technical condition. For effective planning of construction, coordination of suppliers and systematic management of the Project, as well as for the motivation of the successful tenderer, the contracting authority assumes the division of the Project into construction sections and payment sections. Financing: the successful tenderer will ensure financing for all phases of the Project. Operation and maintenance: the successful tenderer will maintain the comprehensively renovated bridges within the Project, through regular monitoring, planned maintenance and timely repairs. Upon the return of the comprehensively renovated bridges to the contracting authority after the completion of the operational phase of the Project, a condition of at least STS III according to TP 060 will be required. The contracting authority assumes that the payment mechanism, which represents the framework on the basis of which the successful tenderer will be provided with compensation for fulfilling his contractual obligations during the operational phase of the Project, will be based on the principle of payment for availability, the amount of which will be conditioned by the real availability of the bridges. The availability of a bridge is understood in this context as the ability of the bridge structure to fulfil its traffic function without restrictions or outages that would reduce comfort, safety or the capacity of the transport network. The evaluation of availability will also include maintenance standards, technical condition and operational safety. Further information on the scope of the Project, including the proposed composition of payment sections and construction sections, is given in the Informative Document. All the above-mentioned basic parameters of the Project, the scope of the Project, the requirements for design, construction, financing, operation and maintenance, including the scope of the selected bridges, are based on the initial assumptions and requirements of the contracting authority and will be the subject of competitive dialogue and the selected interested parties will be able to comment on them and propose changes and additions. The final requirements of the contracting authority defining the subject of the order as a result of the competitive dialogue, which will be the basis for the preparation and submission of the final offer, will be provided to the tenderers as part of the Final Informative Document. The main goal of the Project is: ▲ a significant reduction in the level of technical degradation of the bridge infrastructure and slowing down the negative trend in the development of the STS of bridges, which have not been renewed for a long time and have reached the end of their lifespan. The aim is to stabilize and gradually improve the technical level of the bridges, and thus reduce the share of bridges in stages STS IV to VI; ▲ maintaining the safety and functionality of Class I roads through the renovation of their load-bearing structural elements, thereby preventing unplanned traffic restrictions, or complete closures, which have a direct impact on the mobility of the population, regional accessibility, public transport operation and economic activity; ▲ strengthening the reliability of the Class I road network as a basic transport corridor, including ensuring sustainable transport service of the territory, which is not connected to the motorway and expressway network. The Project has a direct impact on the quality of public mobility services, especially in regions where Class I roads perform the main distribution function; ▲ accelerating the renovation of bridges on Class I roads - a centralized implementation approach could ensure a significant improvement in the condition of the bridges in a shorter time than would be possible to achieve with an individual approach, thereby the public sector will gain space for planned, not reactive management of bridges.
