The municipality of Bietigheim intends to carry out comprehensive renovation and functional modernisation of the municipal-owned Festhalle in the Stöckwiese. The Festhalle serves as a central venue for cultural, social and local association life and is of particular importance in connection with the annual Volksfest. In addition, the building is used throughout the year for a variety of events and serves as a parking area for mobile homes during the winter months. The Festhalle is located on the municipal property plot No. 938/4 in Stöckwiese 7 in 76467 Bietigheim. The building was constructed in the year 2000 and is not a listed building. The essential technical trades, in particular the electrical installation, the drinking water and wastewater installation as well as the roof construction including roof waterproofing, also date from the year of construction 2000. Heating of the halls is not provided; heating is only available in the ancillary rooms. The building consists of a large event hall with a stage and bar area, several ancillary and functional rooms as well as a smaller hall arranged at the rear. The Festhalle is not bounded by a separate property, but is part of the large municipal property plot No. 938/4, on which the necessary outdoor and access areas for events are also located. In the course of ongoing operations, numerous structural, technical and functional deficiencies have been identified in recent years. In addition to age-related damage to the building fabric, there are significant deficiencies in the technical building equipment and in the infrastructure of the outdoor facilities. The aim of the measure is to ensure the long-term economic, safe and functional operation of the Festhalle and to meet the requirements of today's event venues. The Festhalle has been included in the state renovation programme "Old Town Centre" as a so-called island solution. Taking into account the annual Volksfest, the construction implementation is currently planned for the period from September 2027 to July 2028. The planning is to be aligned accordingly with this binding time frame. The project scope includes both measures on the existing building and on the outdoor facilities. These include in particular: • structural renovation measures on the building including roof, interior construction and stage area, • renewal and modernisation of the electrical infrastructure including lighting, power supply and event technology, • renewal and extension of the drinking water and wastewater infrastructure, • functional adaptation of the sanitary facilities, • improvement of storage and operational processes, • adaptation of the outdoor facilities including technical access, line infrastructure and event areas, implementation of necessary civil engineering measures to renew the supply and disposal lines. The known deficiencies and requirements form the basis for further planning. In the course of the design planning, these are to be checked, assessed in terms of planning and developed into an economical, technically coherent and grant-eligible overall concept. The following key dates are planned: • Start of planning: Immediately following the award • Completion LPH 3: February/March 2027 • Start of construction: Mid-September 2027 (after Mallorca Party) • Completion: Before the Volksfest in July 2028 Due to funding conditions and planned events, the construction period between September 2027 and July 2028 must be strictly observed. This must be taken into account in the planning and execution. The preliminary cost estimate (as of 04/2026) amounts to: Cost Group 300 1,241,925.41 € gross Cost Group 400 136,945.20 € gross. You will find an overview of the existing plans of the Festhalle in the appendix. The subject of this invitation to tender are the object planning services LPH 1-9 for buildings according to §§ 33ff. HOAI. An award is made in stages. In Stage 1, the performance phases 1-4 are initially awarded, in Stage 2 the performance phases 5-9. There is no legal entitlement to the overall award.
