Romania – Miscellaneous food products – ACORD CADRU FURNIZARE PRODUSE ALIMENTARE

The organisation of the open tender, following which framework agreements will be concluded with the first two ranked for the supply of food products, was determined by the need to ensure food for patients, based on the 2027 requirement drawn up by the unit's dietitian. Given that the estimated value of the food requirement for 2027 (maximum value: 2,135,456.72 lei, excluding VAT) exceeds the threshold of 698,460 lei, excluding VAT (threshold applicable in the period 1 January 2026 – 31 December 2027, according to ANAP notification), an online open tender in a single stage will be organised. Subsequent contracts will be concluded monthly, until the budget is approved, then quarterly, depending on the contracting authority's needs and the approved budget. The contracting authority reserves the right to reduce or supplement the quantities in the framework agreement according to objective needs, in accordance with the law. Furthermore, the contracting authority specifies that, during the year 2027, rehabilitation works of the Food Block will take place, which implies the interruption of the activity of this department and, as a result, no subsequent contracts will be concluded for the respective period. The deadline by which economic operators can request clarifications or additional information regarding the award documents is 10 days before the deadline for submission of tenders. The contracting authority will respond, clearly and completely, to all requests for clarifications/additional information on the 5th day before the deadline for submission of tenders.
