Description

Establishment of a composite framework agreement for the maintenance of cash surveillance video systems for various sites of the Banque de France. The VIFID (cash surveillance) system is intended for the recording of images captured in specific areas related to cash activities. This system is completely independent of the security (or safety) video surveillance system of each site. The images from each camera are not intended to be used in real time, but only at a later time (review of recorded images). The system must therefore guarantee images of quality and flawless fluidity when reviewing recorded images. Cash surveillance plays a predominant role in the control philosophy to ensure a posteriori the compliance of all operations carried out. In general, the objectives of the system can be defined as follows: deter any inappropriate or fraudulent behaviour (prevention of internal fraud); have the necessary elements to objectively establish the facts in case of an incident: follow and document the progress of operations in the context of an incident only (and only) with respect to procedures; conduct investigations in case of discrepancies, in order to exempt the staff if necessary; randomly check compliance with procedures to ensure that new operating modes are indeed applied and to provide a preventive and proactive approach to protect the staff. The installations are equipped with systems of the type CASD, or Geutebrück or Milestone. Other systems may also be integrated into the scope of the contract, either as a replacement for existing devices, or as a complement to the installations in place. Furthermore, improvement and modernisation actions are planned for the coming years to ensure a high level of performance, security and reliability of the system. The framework agreement mainly includes services to be carried out on a lump-sum basis and additional services on call-off orders. The services, which are the subject of the present framework agreement, for which the Contractor ensures the direction and assumes full responsibility, are subject to an obligation of result towards the Banque de France, in order to ensure it the continuity of service, the reliability and the sustainability of the installations and equipment to be maintained. The framework agreement is divided into 2 lots. The lots are described below.
