Subject of the present public procurement: „CONSTRUCTION AND INSTALLATION WORKS FOR THE IMPLEMENTATION OF THE PROJECT FOR THE APPLICATION OF GREEN MEASURES TO INCREASE THE CONDUCTIVITY AND STRENGTHENING OF THE RIVER SREBRA IN SECTIONS OF THE URBANIZED TERRITORY OF THE MUNICIPALITY OF RAKOVSKI IN TWO SEPARATE POSITIONS“ SEPARATE POSITION № 1: „CONSTRUCTION AND INSTALLATION WORKS FOR THE IMPLEMENTATION OF THE PROJECT FOR THE APPLICATION OF GREEN MEASURES TO INCREASE THE CONDUCTIVITY AND STRENGTHENING OF THE RIVER SREBRA IN A SECTION OF THE URBANIZED TERRITORY OF VILLAGE SHISHMANTSI, MUNICIPALITY OF RAKOVSKI“ SEPARATE POSITION № 2: „CONSTRUCTION AND INSTALLATION WORKS FOR THE IMPLEMENTATION OF THE PROJECT FOR THE APPLICATION OF GREEN MEASURES TO INCREASE THE CONDUCTIVITY AND STRENGTHENING OF THE RIVER SREBRA IN A SECTION OF THE URBANIZED TERRITORY OF THE DISTRICT OF GEN. NIKOLAEVO, TOWN OF RAKOVSKI, MUNICIPALITY OF RAKOVSKI“ Source of financing: At the opening of the present procedure for the award of the public contract, financing has not been secured, therefore a clause for deferred execution is provided for in the contract draft, pursuant to Article 114 of the Public Procurement Act. In this case, either of the parties may request termination of the contract without notice after the expiry of a three-month period from its conclusion. It should be noted that, pursuant to Article 114, paragraph 2 of the Public Procurement Act, the performance under the contract begins after confirmation from the contracting authority of the secured financing and submission by the contractor of the specified performance guarantee. When financing is not secured within 10 months from the conclusion of the contract, the contract is deemed terminated. (Article 114, paragraph 4 of the Public Procurement Act). The contracting authority is applying for financing under programme „NATURE-BASED MEASURES FOR PREVENTION AND MANAGEMENT OF FLOOD RISK“, procedure № BG16FFPR002-4.006 under Priority 4 „Risk and climate change” of Programme „Environment 2021-2027“. Scope of the public procurement under Separate Position № 1: The object is of the fourth category according to the issued and entered into force Building Permit № 130 of 19.11.2025. The present public procurement includes the implementation of construction and installation works to increase the conductivity and strengthen the river Srebra in a section of the urbanized territory of village Shishmantsi, Municipality of Rakovski. The subject of the procurement includes a technical solution for the application of grey-green measures to increase the conductivity and strengthen the river Srebra within the regulatory boundaries of village Shishmantsi. The object of the present procurement is the section from the southern regulatory boundary of village Shishmantsi to the beginning of the corrected section of the river at the existing reinforced concrete bridge 1 and the section from the end of the corrected section at the existing steel footbridge 1 to the northern regulatory boundary of village Shishmantsi. The total length of the section of the river Srebra amounts to approximately 855m. In the Technical Specification – Appendix № 1 - OP 1, a description of the individual sections, including the existing situation, is given. More information on the activities to be carried out is contained in the Technical Specification – Appendix № 1-OP 1, the Investment Project and the Terms of Reference of the Contracting Authority. Scope of the public procurement under Separate Position № 2: The object is of the fourth category according to the issued and entered into force Building Permit № 129 of 19.11.2025. The present public procurement includes the implementation of construction and installation works to increase the conductivity and strengthen the river Srebra within the regulatory boundaries of the town of Rakovski. The subject of the procurement is the implementation of the adopted technical solution for the application of grey-green measures to increase the conductivity and strengthen the river Srebra within the regulatory boundaries of the district of Gen. Nikolaevo. The object of the present development are two sections of the river Srebra, located in the urbanized territory of the district of Gen. Nikolaevo, town of Rakovski. Section 1 starts from the southern regulatory boundary of the town of Rakovski and continues to the beginning of the newly designed corrected section of the river in the central part of the town. The section is 385 m long. Section 2 starts from the end of the existing corrected section of the river Srebra at ul. „8th March“ and ends in the northern direction along the route of the river and is 100 m long. In the Technical Specification – Appendix № 1 - OP 2, a description of the individual sections, including the existing situation, is given. More information on the activities to be carried out is contained in the Technical Specification – Appendix № 1-OP 2, the Investment Project and the Terms of Reference of the Contracting Authority. Contract period and execution period (for each separate position): - The contract period starts to run from the date of entry into force of the construction contract and opening of the Construction Site with a Protocol for the opening of the construction site and determination of the construction line and level of the construction for constructions of the technical infrastructure – Appendix № 2а to Article 7, paragraph 3, item 2 of Ordinance № 3/31.07.2003 on the preparation of acts and protocols during the construction - The execution period for the construction and installation works is offered by the contractor in calendar days and includes the following period of time: - start: the date of proper signing of the Protocol for the opening of the construction site and determination of the construction line and level of the construction for constructions of the technical infrastructure – Appendix № 2а to Article 7, paragraph 3, item 2 of Ordinance № 3/31.07.2003 on the preparation of acts and protocols during the construction; - end: the date of signing, by all participants in the investment process, of the Certificate of Completion for the establishment of the fitness for acceptance of the construction – Appendix № 15 to Article 7, paragraph 3, item 15 of Ordinance № 3 of 31 July 2003. The contracting authority sets the following minimum and maximum execution
