The subject of the procurement is housing and short-term care services for disabled residents of Helsinki. Housing services are provided for the disabled, developmentally disabled and individuals on the autism spectrum. Children and young people's housing services are always provided in a 24/7 service housing unit. The service required by the client can be provided in their own home, supported housing, a communal service housing unit, or a 24/7 service housing unit. The service is procured from the entire area of Finland. The procurement is carried out in accordance with the procurement procedure defined by the procuring entity in accordance with section 100 of the Procurement Act, where the principles of section 3 of the Procurement Act are followed. The procurement procedure is described in detail in the tender documents. The Sote procurement procedure period is 1.1.2025-31.12.2028. The buyer has the right to extend the contract period with two (2) option periods of a maximum of one (1) year each. This is the 2nd phase of the procurement procedure. In this phase, the contract period for the selected service providers starts on 1.1.2027 and ends on 31.12.2028. The buyer has the right to extend the contract period with two (2) option periods of a maximum of one (1) year each. The procurement is divided into eight sub-areas by service category: Service Category 1, Service Category 2, Service Category 3, Service Category 4, Service Category 5, Service Category 6, Service Category 7, Service Category 8. The service to be procured is described in more detail in the tender documents. The estimated number of clients at the beginning of the contract period in 2025 was 995 clients. The procuring entity does not commit to any procurement quantities but orders the service as needed.
