The AWO Kreisverband Mittelfranken Süd e. V. is a non-profit association of the Free Welfare, which pursues charitable and benevolent purposes under the umbrella of the Arbeiterwohlfahrt, a recognised peak association of the Free Welfare. It is intended to construct a Social Competence Centre on a property in Nuremberg, district of Kornburg, in the street "Am Bruckweg", in the immediate vicinity of the Martin-Luther-King primary school and an adjacent residential and new development area in a quiet, central location in the northeast of Kornburg.

Planned is a modern, multifunctional, intergenerational Social Competence Centre that offers a wide range of services for young and old and fully implements the respective legal requirements. Components of the Social Competence Centre are: A day care facility (18 places), a full-time care facility (94 places divided into 65 places for general care, including 4 places for attached short-term care, 2 permanent integrated night care places and 27 gerontopsychiatric protective care places) and a day care centre (nursery with 12 places, kindergarten with 50 places and children's day care with 75 places). The Social Competence Centre is intended to be an open house integrated into the neighbourhood and district with diverse uses and meeting opportunities. All areas are to be constructed to be barrier-free and accessible, and therefore suitable for all degrees of mobility impairment. The building will be architecturally designed in an H-shape and have 3 storeys, with the day care facility located on the ground floor and the full-time care facility with its 94 places divided over the 3 storeys, each with a residential area and a total of 72 single rooms and 11 double rooms. The day care centre is located on the 1st floor and has a separate access and its own outdoor area.

This is a project funded by two different funding agencies, so public procurement regulations must be observed during implementation. The funding approval for the PflegeSoNah funding programme is already available, while the funding decision for the day care centre is still pending.

To bring about the necessary decisions within the AWO Kreisverband Mittelfranken Süd e. V. and to clarify the fundamental eligibility of the project for funding, the AWO Kreisverband Mittelfranken Süd e. V. commissioned a preliminary planning, which now forms the basis of the funding decisions and is therefore to be implemented accordingly. The subject of the procurement are the services of the Technical Building Equipment according to Part 4, Section 2, §§ 53 ff. HOAI 2021, Performance Groups 1-3, 7 and 8, Performance Phases 1 to 9. A phased commissioning is planned.
