DeltaPort GmbH & Co. KG (hereinafter: DeltaPort) operates the Rhein-Lippe-Hafen and the Stadthafen Wesel in the area of the Hanseatic City of Wesel, as well as the Hafen Emmelsum on the territory of the city of Voerde (collectively: DeltaPort-Häfen). The Hafen Emmelsum is connected to the Kreisbahn. DeltaPort intends to establish a further connection of the Hafen Emmelsum to the Kreisbahn and, through the concession to be awarded as part of this procedure, to grant a company the right and obligation to subsequently construct an at least double-track railway infrastructure and to operate it jointly with the associated areas in a port-affiliated manner. The railway infrastructure and the associated areas will hereinafter be referred to collectively as "Railport".
