Poland – Tablet computer – Dostawa 4 szt. tabletów wraz z akcesoriami (rysik, klawiatura, ładowarka) oraz 4 szt. mobilnych drukarek kolorowych

**I. CONTRACTING AUTHORITY**

The contracting authority is the Lubelskie Voivodeship with its registered office at ul. Artura Grottgera 4, 20-029 Lublin (NIP: 712-29-04-545 / REGON 431019170) on whose behalf and in whose name the Lubelskie Centrum Innowacji i Technologii, with its registered office at ul. Mieczysława Karłowicza 4, 20-027 Lublin (correspondence address: ul. Marii Curie - Skłodowskiej 3, 20-029 Lublin, 1st floor, room 1.20 / NIP: 7123412672 / REGON: 387842118) is conducting this procedure for the award of a public contract and the determination of its outcome, including the selection of the most advantageous offer or the invalidation of the procedure and the conclusion of the contract on behalf of the Lubelskie Voivodeship, based on the Resolution No. CCXVI/5123/2026 of the Lubelskie Voivodeship Board of 23 June 2026 on entrusting the Lubelskie Centrum Innowacji i Technologii with the task of purchasing IT equipment for the purposes of assessing hunting damage.

**II. SUBJECT OF THE CONTRACT**

1. The subject of the contract is the supply of "Equipment", which consists of: 1) 4 units of identical tablets with accessories including a case, keyboard and charger (treated as a set) 2) 4 units of mobile wireless printers. 2. The required warranty periods for the tablet set with accessories and for 4 units of mobile wireless printers are indicated in the OPZ. 3. The contractor is obliged to deliver the Equipment, which is the subject of the contract, to the location: Lubelskie Centrum Innowacji i Technologii, ul. Uniwersytecka 4, pok.1, Lublin 20-029, at its own expense and risk. 4. Delivery during LCIT working hours, i.e. from 7:30 to 15:30 on weekdays. 5. The contractor will deliver the Equipment with all accessories constituting the sales package. 6. The contractor declares that the offered equipment on the date of signing the Equipment Acceptance Protocol cannot be designated by the manufacturer for withdrawal from production or sale. 7. The warranty does not exclude, limit or suspend the rights of the contracting authority arising from the provisions of the law on warranty for physical defects and legal defects of the equipment. The contracting authority is entitled to exercise the rights under the warranty for defects, independently of the rights arising from the warranty. 8. Detailed information on the warranty is contained in §8. Warranty and service conditions in the content of the Essential provisions of the contract, constituting Annex No. 3 to the SWZ. 9. A detailed description of the subject of the contract, including a description of the required functionalities, is Annex No. 1 to the SWZ – Description of the subject of the contract.

**III. COMPLIANCE WITH THE UNION ACT ON CYBERSECURITY**

1. The contracting authority requires that the subject of the contract, including all ICT products, ICT services and ICT processes (whose definitions in the meaning of the Union act on cybersecurity are contained in art. 2 in Chapter II of the SWZ) used to implement the contract, both as main elements and as components, service delivery environment elements or accompanying solutions, do not include: a) ICT products, ICT services or ICT processes indicated in the recommendations, referred to in art. 33(4) of the Act of 5 July 2018 on the national cybersecurity system (i.e. Journal of Laws of 2026, item 20, as amended), stating their negative impact on the fundamental interest of the security of the state b) an ICT product, the type of which has been determined in a decision on recognising a supplier of equipment or software as a high-risk supplier, referred to in art. 67b(15) of the Act of 5 July 2018 on the national cybersecurity system (i.e. Journal of Laws of 2026, item 20, as amended), or ICT services or ICT processes specified in that decision. 2. The contractor, in order to confirm the compliance of the offered subject of the contract with the requirements specified above, should attach to the offer in a separate file appropriately signed subject evidence in the form of a "Statement regarding ICT elements used during the implementation of the contract", the template of which is Annex No. 8 to the SWZ 3. This statement is an integral part of the offer and will serve the contracting authority to identify ICT products, ICT services and ICT processes covered by the offer or used to implement the contract. 4. Detailed information on the submission of subject evidence is contained in the content of the SWZ, Chapter XII, art. 6 and subsequent. The required subject evidence are: a. a statement regarding ICT elements used during the implementation of the contract, referred to in the SWZ, Chapter XII, art. 6, point 1.1, in accordance with the template of Annex No. 8 to the SWZ; b. a statement of compliance of the subject of the Offer with the subject of the contract, referred to in the SWZ, Chapter XII, art. 6, point 2.1, in accordance with the template of Annex No. 9 to the SWZ. 5. The contracting authority envisages the supplementation of the subject evidence referred to in art. 107 of the Pzp, which means that it will be obliged to require from the contractor: 1) Submission of a subject evidence that was not submitted with the offer; 2) Supplementation of a submitted document with the missing (unsubmitted) part.
