The Contracting Authority intends to build a network of public charging stations for electric vehicles in the city of Brno. With this public contract, the Contracting Authority is procuring the supply of stations. The Contracting Authority will ensure the necessary construction work is carried out for the installation of the stations. The subject of the public contract is the "Construction of a network of standard charging stations for electric vehicles in the city of Brno – 'Brno Network of Public Charging Stations – Purchase Phase NAB AC – 2026 – II'". This involves the purchase of electric vehicle charging stations with an AC 22kW charging point according to the specified parameters as per the tender documentation. These are charging stations in the form of a pillar or wallbox, equipped with two charging points or one charging point. Charging stations with two charging points must allow simultaneous (parallel) charging of two electric vehicles while maintaining the declared power outputs on the individual AC outlets. The charging stations must allow dynamic setting of the charging power output to values lower than the nominal parameters of the station (dynamic load management) in order to control the power according to the operating status or to comply with the maximum available power consumption of the station's location. The technical parameters of the offered stations must be in accordance with the tables "Technical Specification" (a total of 5 tables, which are also annexes 1. – 5. of the framework agreement). The Contracting Authority points out that meeting the conditions according to the tables "Technical Specification" serves to prove technical qualification according to § 79 para. 2 letter k) of the law (see Qualification Documentation) and at the same time to prove the fulfilment of the subject of the public contract being tendered. Only the participant in the tendering procedure who meets the conditions of participation in the tendering procedure, including the conditions of the subject of the public contract being tendered, can become the selected supplier. The Contracting Authority operates a network of charging stations connected to the back-end system of the company Chargee eMobility, a.s. All newly procured charging stations will be connected to the same back-end system. With regard to this fact, the newly procured charging stations must meet the conditions for connection to this back-end system, i.e. they must meet the condition of connectivity and correct operation in the back-end system, which each participant in the tendering procedure must prove as part of the bid – see the conditions set out in the tables "Technical Specification" (file 04 tender documentation). For the purpose of fulfilling the above condition, the Contracting Authority informs: 1) The supplier must provide in the bid a Confirmation from the company Chargee eMobility, a.s., that each type of charging station offered by the supplier is connectable and operable in the back-end system of Chargee eMobility, a.s. 2) For this purpose, the tender documentation (see file 09) includes a document listing the minimum requirements for the charging stations to be tested and, following a successful test result, for the Confirmation to be issued. 3) The Contracting Authority further informs that the price for testing 1 type of charging station is set by the company Chargee eMobility, a.s. at approximately 100,000 Kč without VAT. The Contracting Authority does not decide on the price for testing. An integral part of the supply of charging stations is the transport, installation, commissioning of charging stations, verification of their functionality, documentary part according to the tender documentation and warranty service for the entire warranty period. The supply of charging stations for electric vehicles does not include work related to the preparation of the site for the installation of the charging station (i.e. mainly the supply of electricity, base for the charging station, etc.).
