Romania – Refuse and waste related services – Delegarea gestiunii activităților componente ale serviciului de salubrizare privind transferul, sortarea, tratarea mecano-biologică, compostarea, operarea centrelor de colectare cu aport voluntar și eliminarea prin depozitare a deșeurilor municipale în județul Maramureș

The contract aims to delegate, through concession, the management of the following activities that are part of the waste management service of Maramureș County:

- the transfer of municipal waste to transfer stations, including the separate transport of residual waste to landfills for non-hazardous waste and/or to integrated treatment facilities, of paper, metal, plastic and glass waste collected separately to sorting stations, and of biowaste to composting and/or anaerobic digestion facilities;

- the sorting of paper, cardboard, metal, plastic and glass waste collected separately from municipal waste at sorting stations, including the transport of residues resulting from sorting to landfills and/or to energy recovery facilities;

- the mechanical-biological treatment of residual waste in mechanical-biological treatment facilities or, as the case may be, in integrated treatment facilities, including the transport of biologically stabilised waste and residual waste that can no longer be recovered to landfills and of residual waste that can be energetically recovered to energy recovery facilities;

- the aerobic treatment of separately collected biowaste in composting facilities, including the transport of residues to landfills and/or to energy recovery facilities;

- the disposal, by landfilling, of residual waste, street waste, earth and stone waste from public roads, residues resulting from municipal waste treatment facilities, as well as waste that cannot be recovered from activities of interior and/or exterior renovation and rehabilitation of dwellings to landfills for non-hazardous waste;

- the operation of centres for the voluntary delivery of waste from individuals. The activities of the waste management service that are the subject of this award procedure are in accordance with the provisions of Article 2(3) of Law 101/2006 on the waste management service of localities, republished with subsequent amendments and additions.
