Description

The Federal Office for the Environment BAFU is the federal specialist authority for the environment and is part of the Federal Department of the Environment, Transport, Energy and Communications UVEK. With the StorMe (Natural Hazards Register) database, the BAFU provides the cantonal natural hazards specialist offices with a web-GIS database application to document natural events that have occurred. To implement the Federal Act on Forests (WaG, 04.10.1991) and the Federal Act on Water Construction (WBG, 21.06.1991), the cantons are obliged to maintain a register of natural events and to carry out hazard assessments. Event documentation as part of a hazard information system plays a central role in hazard assessment. The process areas to be recorded in a hazard register and the description of the effects of past events provide valuable information for identifying potential hazard areas and for estimating the recurrence interval of dangerous processes. In July 2019, the application StorMe 3 replaced the existing application StorMe 2.0 as a new development. The version from July 2019 contained the minimum functionalities. Since then, further functionalities have been added, interfaces expanded, maintenance and support provided, and secure operation ensured. Major life-cycle management work was also carried out with the renewal of the graphical user interface and the middleware. To achieve a consolidated version of StorMe 3, some functional further development work still needs to be carried out. Afterwards, in a second phase, it will be necessary to adapt or supplement the functionalities and interfaces to any new conditions and requirements. In this second phase, new operational needs will also be covered. With the tender «StorMe 3 Natural Hazards Register: Further Development, Maintenance, Support», a provider is being sought who will further develop the existing application StorMe 3 and ensure long-term maintenance and support. Basic Contract: Maintenance and 3rd Level Support Application StorMe 3. Effort with cost ceiling of max. 600 h per year for two years.
