BACKGROUND AND PURPOSE

The Finnish Transport and Communications Agency (hereinafter also "the contracting entity") is procuring a new generation of icebreaker for the Baltic Sea as part of the EU-funded WINMOS IV project. The procurement will be conducted as a negotiated procedure as described in more detail below. Based on the tender procedure, one (1) supplier will be selected to be responsible for the complete delivery of the icebreaker.

PROCUREMENT OBJECTIVE

The subject of the procurement is the complete delivery of one B+-class icebreaker, which includes the construction, outfitting and testing of the vessel according to the contracting entity's plans, as well as the delivery to the client in agreed operational readiness. The delivery also includes training, technical documentation, and technical support during the warranty period. The icebreaker is part of Finland's supply security and overall security, and the task of the icebreaker is to ensure Finland's exports and imports by assisting and towing merchant vessels. The vessel must be able to operate in dynamic and deformed ice fields and must be fuel-efficient and seaworthy in open water. The procurement will be conducted as a negotiated procedure as described in more detail below. The purpose of the negotiated procedure is that the contracting entity negotiates the terms of the procurement with the suppliers selected for the negotiated procedure, however, the following minimum requirements set for the subject of the procurement and the price-quality ratio comparison criteria presented in Appendix 9 will not be negotiated:

1) Maximum draught of the icebreaker: max. 8.00 m

2) The vessel must have the following icebreaking capability in one-year-old level ice with a flexural strength of 500 kPa: forward: - at least 5 knots ice thickness of 0.8 m; and - at least 8 knots ice thickness of 0.6 m. astern: - at least 3 knots ice thickness of 0.8 m; and - at least 5 knots ice thickness of 0.6 m.

3) The speed of the vessel must be at least 12 knots in an ice channel made in 0.6 m thick level ice.

4) The vessel must be able to break through the following ice ridges: - an 8 m thick ice ridge at least at an average speed of 2 knots; and - a 10 m thick ice ridge without speed requirements.

5) The vessel must be able to transit at a speed of 10 knots in a sea state with a significant wave height of 3 m.

OPTIONAL EXTENSIONS (OPTIONS)

The procurement must include the following optional extensions (Options):

- Option 1: Additional equipment for the vessel for oil recovery operations as described in the specification

- Option 2: Sister vessel

- Option 2.1: Additional equipment for the sister vessel for oil recovery operations as described in the specification

PROCEDURE

The tender procedure will be conducted as a negotiated procedure in accordance with the Act on Public Procurement and Concessions (1397/2016, hereinafter the Procurement Act). In other words, at this stage, interested parties are invited to submit an expression of interest. The contracting entity will select the supplier based on the final tenders in a later phase of the negotiation phase for the suppliers participating in the negotiation phase by publishing the final invitation to tender according to its terms. 4. Deadline for expressions of interest: 8.4.2026 at 12:00

After the above-mentioned phases, the procurement procedure will proceed according to the following target schedule:

- Invitation to negotiate and submission of the preliminary invitation to tender to the suppliers selected for the negotiation phase: 13.4.2026

- Opportunity to familiarise with sample inspection reports: weeks 17 - 19 (exact dates will be announced in the preliminary invitation to tender)

- Deadline for additional information requests related to the invitation to negotiate and preliminary invitation to tender: 13.5.2026

- Responses to additional information requests: 20.5.2026

- Deadline for preliminary tenders: 1.6.2026

- Negotiation phase: 8.6.2026 - 18.6.2026 (exact negotiation dates will be announced in the preliminary invitation to tender)

- Publication of the final invitation to tender: 24.6.2026

- Deadline for additional information requests: 2.7.2026

- Responses to additional information requests: 10.7.2026

- Deadline for final tenders: 17.8.2026

- Procurement decision and notification: 31.8.2026
