Poland – Snow-clearing services – Kompleksowe zimowe utrzymanie dróg na terenie miasta Żywca

The subject of the contract is comprehensive winter maintenance of roads within the City of Żywiec. The main elements of the service are:

a. conducting and coordinating winter actions, including snow removal from streets and the removal of winter slipperiness (black ice) on streets, pavements, squares and bus bays, including those within the Paid Parking Zone, as well as locations indicated by the Purchaser – in accordance with the list of roads in Annex 6.1 to the SWZ, the list of municipal pavements designated for snow removal in Annex 6.2 to the SWZ, the list of streets within the Paid Parking Zone in Annex 6.4 to the SWZ,

b. supplying and replenishing, during the execution of the contract, abrasive materials for combating winter slipperiness, on the roadside and in bins at locations and in quantities indicated in Annex 6.3, including the piling of cones and filling of bins, as well as the removal of cones and bins after winter,

c. removal of snow from pavements and streets, including those within the Paid Parking Zone, and other locations determined by the Purchaser, in accordance with point 5.4 of the Detailed Technical Specification (DTS) titled "Road Snow Removal",

d. carrying out post-winter action clean-up work involving the removal of abrasive materials from roads within 14 days after the end of the winter action, in accordance with point 5.12 of the Detailed Technical Specification (DTS) titled "Combating Winter Slipperiness on the Road".

The detailed quality requirements for the main elements of the contract have been described in the Technical Specification – Annex 7.1 and 7.2 to the SWZ

2) The remaining elements of the service are specified in the Technical Specification – Annex 7.1 and 7.2 to the SWZ

3) The Purchaser envisages the conduct of the following types of winter action:

a. active action,

b. passive action.

4) The quality standards relating to all essential features of the subject of the contract, i.e. the execution of the contract, have been defined in the Detailed Technical Specifications (DTS): road snow removal and combating winter slipperiness on the road – Annex 7.1 and 7.2 to the SWZ. The quantity of passes indicated in the DTS is minimal. In the event of difficult conditions (continuous snowfall, etc.), a greater number of passes will be required from the Contractor to maintain the principles set out in the standards for winter road maintenance (standards: I and II defined in the Technical Specification – Annex 7.1 and 7.2 to the SWZ).
