Romania – Motor vehicles – AUTOTURISME PRIN PROGRAMUL RABLA 2025-2030 ȘI AUTOUTILITARE

Description: The contracting authority intends to purchase CARS THROUGH THE RABLA 2025-2030 PROGRAM (LOT 1 and LOT 2) AND VANS (LOT 3) with the minimum configuration and performance described in the tender documents. Financing for cars is provided through the RABLA program in accordance with the Order of the Minister of Environment, Waters and Forests no. 1231/2025 of 23 April 2025 for the approval of the RABLA Program Funding Guide for reducing greenhouse gas emissions in transport, by promoting non-polluting and energy-efficient road transport vehicles 2025 – 2030, in order to renew the existing car park, in accordance with the institution's objectives regarding sustainable mobility, reducing greenhouse gas emissions and aligning with national and European public policies in the field of environmental protection with eco-labels of 12,000 lei for each new car purchase, without being obliged to hand in a used car for scrappage, according to art. 7 (2) of the Guide, and the difference from the institution's budget. For vans, financing is provided from the institution's budget. Object of the procurement: LOT 1: 2 units of city cars LOT 2: 6 units of off-road cars LOT 3: 2 units of vans. Separate supply contracts will be awarded for each lot. After the publication of the participation notice, economic operators may submit requests for clarification (Procedure Details/Request for Clarification/Questions/Communications). Any request for clarification must be submitted in SEAP (http://elicitatie.ro). Responses to requests for clarification are made in accordance with art. 160, 161 of Law 98/2016. The deadline for requesting clarifications or information related to the award documentation: 14 (fourteen) days before the deadline set for the submission of tenders. The contracting authority will respond clearly and completely to all requests for clarification of economic operators/information with at least 11 (eleven) days before the deadline set for the submission of tenders.
