Through the construction of a new headquarters dedicated to the dispatching activities of S.E.N., an improvement will be made in terms of operating parameters for D.E.T. Craiova and, consequently, for the needs of the Company in relation to the new location where this activity will be carried out in the future, thus creating the premises for a possible further development according to the needs that arise. Through the structure of the new building, the requirements of ergonomics, (workspace organization), reliability and security applicable to the technological spaces related to the dispatching activity will be ensured, so that the maximum efficiency in the performance of the Company's specific activities is ensured. Since the building will be constructed "from scratch", there will be the advantage of incorporating into the design+execution project all the details regarding the specific security requirements (physical and IT) requested in the European directives and in the national legislation. As a consequence of the previous point, all the IT and communications infrastructure will be aligned with the new technologies and will be secured at both the physical infrastructure level and the information infrastructure level. The investment aims to build a D+P+2E building and the related facilities, ready for the dispatching activity. Any request for clarifications must be submitted in SEAP (http://sicap-prod.e-licitatie.ro/pub). Number of days until which clarifications can be requested before the deadline for submission of offers: 20 days. The contracting entity will respond clearly and completely to all requests for clarification/information in two stages, as follows: - on the 17th calendar day from the publication of the participation notice and - on the 11th calendar day before the deadline for submission of offers. The contracting entity will only respond to requests for clarification addressed by economic operators until the deadline set, in accordance with art. 29 alin (3) of HG 394/2016. The contracting entity reserves the right to waive partially or totally the amounts representing the budget item “Implementare SCADA Dispecer”, position 4.2.6 from the General Budget and form F3 – List of quantities of works “Implementarea SCDADA Dispecer”, without any penalty or additional financial claim from the contractor. This will be strictly deducted according to the real needs that arise during execution.
