On 22 November 2017, the Ministry of Education, Culture and Sport issued a Resolution allowing the Autonomous Community of Castilla y León to use the NEMED (Extended Payroll Ministry of Education) application and the NOMCC (Concerted Centres Payroll) application for managing the payment of payrolls for staff providing services in the educational centres of this Autonomous Community. This Resolution allows the educational administration of the Autonomous Community of Castilla y León to use and evolve the NEMED (Extended Payroll Ministry of Education) and NOMCC (Concerted Centres Payroll) applications by granting their respective source codes free of charge and without time limit, as well as the installation of these applications in the locations determined by the Autonomous Community. The Department of Education had already been using the NOMCC application for several years prior for the payroll payment of teaching staff in concerted centres with delegated payment, and throughout 2019 the implementation and launch of the new NEMED application was completed in the infrastructure of the corporate CPD of the Junta de Castilla y León, both applications (NEMED and NOMCC) currently being the IT applications used for managing the payroll payment of teaching staff of the Department of Education of the Junta de Castilla y León. Currently, the Department of Education has a contract in force to have the external support of a specialized company for the development of maintenance tasks on both systems. This contract expires on 15 November 2026. Given the extreme importance of both applications (NEMED and NOMCC) relating to the payroll payment of civil servant teachers providing services in public centres of the Department of Education of the Junta de Castilla y León, and the teaching staff with delegated payment in concerted centres; the high number of beneficiaries involved; the need to continue addressing a high volume of evolutionary and corrective developments on the functionalities of both applications, it is necessary to award a new contract that ensures the continuity of maintenance tasks and, therefore, the correct functioning, evolution and adaptation to any regulatory and legislative changes that may occur.
