Description
The City of Kerava is procuring a framework agreement for employment-promoting and supporting training services. The subject of the procurement are training services that promote employment and support work-life skills for jobseekers in the employment areas of Kerava and Sipoo. The aim of the training is to support clients' employment, strengthen their work-life skills, identify their competencies, and progress towards work, education, or other appropriate services. Clients' service needs may be very different, and barriers to employment may include factors related to competencies, work and functional capacity, language skills, life situation, long-term unemployment, or labour market readiness. The service is arranged in Kerava and Sipoo primarily as face-to-face meetings and only in some cases online. The service can be directed to jobseekers in very different labour market situations. Among the clients, there may be individuals who can be quickly employed in the labour market, as well as individuals who need more long-term and intensive support to promote their employment. Among the clients, there may be foreign-language speakers and individuals whose service needs require special individual support. The service provider must be prepared to work with a diverse client base. The purchaser does not commit to specific client numbers or client profiles, but the clients' service needs are determined according to the client base of the employment area.
The number of clients in the target group directed to the service is approximately 40-350 clients/year. In individual services, the maximum number of hours for the service is 20 hours/individual and the maximum duration is 5 months. The number of individuals/groups to be procured is an estimate based on the expected number of students. The purchasing unit reserves the right not to procure the maximum number of student workdays. The aim of the training is to improve the client's readiness to be employed, participate in education, or transition to other services supporting access to working life. The following training areas are to be procured:
- Employment support training in job searching
- Career guidance in career choices and career change options, applying for vocational education, and developing work-life skills
- Employment support training in job placement
The service can be implemented as individual training, group training, or a combination of these. The training may include guidance related to work and functional capacity, everyday management, motivation, and work-life skills according to the individual needs of the client. The training can also be offered to support attachment to a workplace and staying at work. At the end of the training, the trainer prepares a final assessment with the client, from which the matters addressed during the training and the follow-up plan aimed at employment should be evident. The service can be group-based or individual service and it must be possible to implement it in Finnish and, if necessary, in Swedish or English. The estimated total value of the procurement is approximately 460,000 euros (VAT 0%). The announced value is an estimate, and the purchaser does not commit to specific procurement quantities or use of the service during the contract period. The service is procured according to the actual need. The tenderer is asked to make their own justified proposal for the implementation plan of the training. The implementation plan must describe at least the content, structure, consideration of the target group, adaptability of the service, monitoring of impact, and implementation of cooperation with employers. The implementation plan may be a maximum of 3 pages long. The service provider may develop their own marketing names for the training. The service provider commits to collecting feedback from participants about the service using a Webropol survey. The basis for selection is overall cost-effectiveness, for which the best price-quality ratio is used. If the tenders are tied or the prices are the same, the winner is determined by drawing lots. Up to three contractors with the best price-quality ratio will be selected for the framework agreement from tenders received and accepted for comparison by the deadline. Making concurrent tenders is prohibited. If a tenderer makes concurrent tenders, only the last tender received will be considered in the tender comparison. The market dialogue was implemented by email with identified suppliers. Suppliers were sent materials related to the procurement for commenting, and they were given the opportunity to present views and observations to support the preparation of the procurement.
