Description

The subject of the procurement is a procurement package consisting of the design, procurement and installation of ATC (Automatic Train Control) and RN (Radio Network) equipment in maintenance trains used in the Helsinki metro as part of the new CBTC (Communication-Based Train Control) system. The scope covers a maximum of nine maintenance trains, eight of which are existing maintenance trains and one is an additional maintenance train (tamper) currently being procured. The basic requirements and general design for the installation are provided by the METKA project, which is responsible for the CBTC system renewal for Urban Transport, and by the ATC and RN suppliers implementing the project. Key design tasks included in the implementation design for the procurement are: • the preparation of detailed electrical drawings (based on the client's general design) for each of the four maintenance train families • the preparation of detailed mechanical drawings (based on the employer's general requirements) for each of the four maintenance train families • the preparation of component and installation drawings, material lists and installation instructions for all maintenance trains • communication with the client regarding all changes and updates to the general design and verification documents required as a result of the design The procurement also includes the following installation works: • procurement of the electrical and mechanical components required for the installation • mechanical installation of components supplied by the client and procured by the supplier in the maintenance trains • electrical installation of components supplied by the client and procured by the supplier in the maintenance trains • approval and updating of design data, if adjustments are required for specific conditions related to a particular maintenance train • static testing of all installed parts after installation • support for dynamic testing of the installation after static testing. The implementation form and commercial model of the design and installation contract will be negotiated with the candidates selected in the negotiation phase. The procurement unit has designed a model in which the design work is carried out as a fixed-price package and the installation work either as a fixed-price, unit-price and maximum-price installation contract. The procurement unit will make the final decision on the implementation form and commercial model after the negotiation phase. The supplier must be able to implement the package that is the subject of the procurement. The supplier must demonstrate in its participation application that it has sufficient experience of similar design and installation work as described later in this invitation to participate. The contract period is estimated to start in August 2027 and end in 2031 when all the work defined in the subject of the procurement has been completed. In addition, the procurement includes as an option lifecycle maintenance services for the system and any additional work related to the subject of the procurement.
