Description

BACKGROUND AND PURPOSE The South-West Finland Wellbeing Services County (hereinafter "VARHA") is organising a tender for the procurement of a comprehensive laboratory testing production solution and invites interested parties to participate in the tender, which will be carried out through a negotiated procedure as described in more detail below. PROCUREMENT OBJECTIVE The procurement aims to renew the automation system of the Emergency and Automation Laboratory of Tyks Central Hospital (including a two-way automation line as well as pre- and post-analytical phases), to which chemistry and immunochemistry analytics are attached. In addition, the procurement will renew HbA1c analytics, chemistry and immunochemistry analytics of Tyks Salo Hospital Laboratory, chemistry analytics of Tyks Loimaa and Vakka-Suomen hospitals. The procurement also includes, as a mandatory option, the infectious serology tests listed in the appendix "Requirements for the test menu and method specifications" analysed by the Emergency and Automation Laboratory automation system. The procurement objective is described in more detail in the appendices to the invitation to participate and will be specified and supplemented in the final tender. The procurement objective, minimum requirements and preliminary requirements as well as preliminary contractual terms are described in the following documents attached to the invitation to participate: Appendix 1: Description of the procurement objective Appendix 2: Description of verification and validation procedures Appendix 3: Number of trainees Appendix 4: Requirements for training Appendix 5: Requirements for commissioning Appendix 6: Requirements for equipment installation and space use Appendix 7: Requirements for equipment maintenance and support Appendix 8: Requirements for the technical and functional characteristics of the equipment Appendix 9: Requirements for material services Appendix 10: Requirements for software, interface and IT support Appendix 11: Requirements for the test menu and method-specific specifications Appendix 12: Comparison price and quality scoring Appendix 13: CV form Appendix 14: Sample flows summary Appendix 15: VARHA's general data protection and information security guidelines Appendix 16: Draft contract Appendix 17: Jyse terms for goods 2025 Appendix 18: Jyse terms for services 2025 The invitation to participate also includes the following document related to the tender, which is needed to assess the information requested from the applicants: Appendix 19: Reference form (to be returned with the application) PROCUREMENT PROCEDURE The procurement procedure used is the negotiated procedure in accordance with Section 34 of the Act on Public Procurement and Concessions 1397/2016 (hereinafter "the Procurement Act") as described in more detail in the section "Additional information on the procurement or part of it" of the invitation to participate. For clarity, it is stated that the purpose of the negotiated procedure is to negotiate the requirements, conditions and definitions set out in the procurement documents. However, the procurement cannot be fundamentally different from what has been presented in this invitation to participate and its appendices. Negotiations may, for example, cover the contractual terms of the procurement and the requirements of the procurement objective. For clarity, it is stated that the minimum requirements may be added during the negotiations, but not removed. No compensation will be paid to candidates for participating in the procurement procedure or for drafting a tender. SELECTION OF CANDIDATES FOR THE NEGOTIATED PROCEDURE Up to 3 candidates will be selected for the negotiated procedure. If there are more than 3 candidates who meet the suitability requirements, the procurement unit will select the candidate for the negotiated procedure based on the evaluation criteria mentioned in the reference form attached to the invitation to participate. DIVISION OF THE PROCUREMENT INTO LOTS The procurement unit has assessed that there is no possibility to implement the procurement in separate lots (i.e. divide into lots) in this procurement, as the procurement objective forms a technically, functionally and qualitatively integrated service entity, the division of which into several mutually independent service providers would cause significant operational and contractual risks and essentially increase the need for management and coordination of the procurement entity.
