Description

The municipality of Borger-Odoorn intends to purchase a VTH application to support municipal processes in the areas of permitting, supervision, and enforcement. The application supports the execution of these processes and the associated case and process handling, document creation, work queues, supervision and enforcement, fees, location-based work, data exchange, reporting, and links with internal and national facilities. The contract includes the provision of the VTH application as a SaaS service, technical and organisational implementation, realisation of the required links and integrations, conversion and migration of existing data, training and instruction of employees and functional managers, and provision of technical management, maintenance, and support throughout the contract period. The municipality of Borger-Odoorn will manage the functional management of the application. For the assessment of the offered price, the contracting authority uses a minimum and maximum amount. These amounts are determined based on market research, available market knowledge, and price levels from comparable tenders for VTH applications. The minimum amount indicates the price level below which the contracting authority can further assess the feasibility and realism of the offered price. The maximum amount indicates the maximum price level that the contracting authority considers acceptable for the relevant price component. The minimum and maximum amounts will be published in advance in the tender documents and will be part of the price evaluation system. No rights can be derived from the amounts used with regard to the final acceptance or turnover during the contract period.
