Subject & Objective of the Procedure: The objective of contracting a traffic planning office is the planning and construction of traffic and external facilities around the AWS operating building in Bruno-Jacoby-Weg in Stuttgart. The planning services include all traffic areas and external facilities, including the drainage of sealed surfaces and residual areas with accompanying greenery. Rainwater retention areas and surfaces suitable for heavy goods traffic are also required. This also includes the ground-floor car park with approx. 36 parking spaces for AWS trucks. Currently, the buildings of Fire and Rescue Station 5 are located on the plot. These are unsuitable for use by AWS and are to be demolished. In addition, a new land-use plan is being drawn up. The following AWS operating facilities will be taken into account at the new location in Bruno-Jacoby-Weg: A new administrative building for approx. 214 employees with office space, storage, and technology as well as a canteen with a warming kitchen. The DRK standby team with additional 60 employees and 6 vehicles. The new construction of a fully enclosed vehicle hall for truck parking spaces (operating vehicles), transporter parking spaces, car parking spaces and storage areas. All operating vehicles (waste collection vehicles, snow clearance vehicles) are to be parked on the ground floor according to the Munich model. The area around the property is used for commercial and residential purposes. Therefore, special precautions for emission control are required. Based on a preceding feasibility study, a noise technical investigation by the engineering office SoundPLAN GmbH and an odour emission forecast by the engineering office Müller-BBM GmbH have already been carried out. The construction measures of the contract to be awarded for traffic planning concern the following areas: Yard area (roll-off containers/skip containers, salt silo, ...) Covered area (wash bay, roll-off containers/skip containers, storage, truck parking spaces, ...) Green area (verge, non-built buffer zone to residential buildings) The attributable costs are estimated at approx. 1.8 million euros net. These are broken down as follows: Traffic facilities: Lot 200 approx. 130,000 € Lot 300 approx. 970,000 € Lot 400 approx. 190,000 € Civil engineering: Lot 300 approx. 270,000 € Lot 400 approx. 70,000 € Open spaces: Lot 500 approx. 160,000 € The Landeshauptstadt Stuttgart is now looking for a suitable office for the scope of services of traffic facilities, civil engineering structures and open spaces within the framework of a VgV procedure. Contract Object: The bidder who achieves the highest score according to the evaluation of the award criteria is to be commissioned with the further planning and implementation according to HOAI 2021 Part 3 Section 4 (Section 47 Scope of Services Traffic Facilities), Section 3 (Section 43 Scope of Services Civil Engineering Structures) and Section 2 (Section 39 Scope of Services Open Spaces), in each case for the performance phases 1 to 9. The detailed scope of services can be found in the attached draft contract. The contract is awarded subject to the project being approved by the municipal council of the Landeshauptstadt Stuttgart as part of call-off contracts. The contractor is obliged to accept all services in full if the project is implemented. The contracting authority intends to award the services in stages. There is no legal entitlement to the award of all services.
