Romania – Distribution transformers – Transformatoare de distribuţie echipate cu Regulatoare Automate de Tensiune

The purpose of this procedure is the procurement of the following products: Distribution transformers equipped with Automatic Voltage Regulators. The requested products are in accordance with Chapter 2.9 of the Terms of Reference. In the event that the award documents mention technical specifications that refer to national standards that transpose European standards, European technical assessments, common technical specifications, international standards, other technical reference systems established by European standardisation bodies, or, in the absence of any of these, to national standards, national technical agreements or national technical specifications relating to the design, calculation, execution of works and use of products, etc., they are accompanied by the mention "or equivalent". All the specifications and requirements mentioned and requested in the award documents (including the Terms of Reference) are accompanied by the mention “or equivalent”. Delgaz reserves the right to adapt the requirements of the technical specifications set out in this documentation, to take into account new developments, at the time of launching a specific procurement, together with the invitation to participate in order to submit tenders. Although there is no limit to the duration of the dynamic system, this will initially be set for 48 months. The contracting entity reserves the right to modify the validity period of the dynamic procurement system, in accordance with the provisions of art.138 of the Law. The period may be subsequently modified (extended, shortened, terminated), subject to notification of this modification. The duration of a contract awarded under the dynamic system may exceed the duration of the dynamic system. The validity of the dynamic procurement system shall not be more than 4 years. Any request for clarification must be sent in SEAP (http://sicap-prod.e-licitatie.ro/pub). Number of days until which clarifications can be requested before the deadline for submission of participation requests: 18 days. The contracting entity's response to these requests will be sent on the 11th day before the deadline set for the submission of tenders in accordance with art. 173 of Law 99/2016.
