The contracting authority intends to procure and subsequently maintain a suitable vehicle with professional vehicle conversion into a cable measuring vehicle. The cable measuring vehicle and its equipment must be state-of-the-art and cover all procedures for cable and sheath fault location, cable and sheath fault tracking, and cable tracing. In addition, insulation and high-voltage testing, tangent delta diagnostics and partial discharge measurements of cable systems must be applied. The cable measuring vehicle must cover the aforementioned spectrum of cable measurement technology for power, control and signal cables. The locating methods, voltage tests and cable diagnostics must be applicable to all plastic and paper-insulated cable types and mixed routes up to a nominal voltage of at least 30 kV. High-voltage tests according to DIN VDE 0276-620/621 and IEEE 400.2 2024 must be provided for voltage levels up to and including 30kV.
