The subject of this procurement is the data-driven control approach. The NLPO intends to implement an integrated and future-proof control approach for 81 related public entities (80 local broadcasters and the NLPO). The NLPO aims for a control environment in which data exchange, data analysis, reporting and governance take place in a uniform manner. The objective is to prevent fragmentation of control methods, limit administrative burdens for local broadcasters and increase the comparability of financial accountability between entities. The data-driven annual financial statement audit and additional assurance activities will be carried out from 1 January 2027 (audit year 2027) for the NLPO and a number of pilot broadcasters. From 2028–2029, this approach will be rolled out to all participating local broadcasters and the NLPO (a total of 81 entities). The data-driven audit of accounts will be carried out in phases.
