Description

The subject of the procurement is a system to be delivered as a Software as a Service (SaaS) for budgeting, forecasting, consolidation, reporting and analysis of the budget. The objective of the procurement is an overall solution that supports Elenia's financial planning, monitoring and reporting from the operational level to the group level. The system must support the budgeting and forecasting processes of the business activities as well as the comparison of the budget and actual performance. The solution must enable the use of financial information for reporting and analysis in such a way that the information is up-to-date, transparent and easily usable by different user groups. The system must be suitable for implementing Elenia's statutory financial reporting obligations, including the separate financial statements in accordance with Finnish accounting law and the consolidated financial statements in accordance with International Financial Reporting Standards (IFRS). In addition, the system must enable the preparation of IFRS-compliant consolidated financial statements (income statement, balance sheet and cash flow statement) also from budget and forecast data. The system's support for IFRS 16 accounting and reporting can be considered in the later stages of the procurement. The objective of the system to be procured is to guide and encourage users to primarily perform financial planning and monitoring in the system instead of separate tools, such as Excel. The aim is to reduce manual work, improve the quality of financial information and free up experts' time for actual analysis and business support. The system must support budgeting and forecasting reporting as well as monitoring at different levels from project level to group level. In addition, the system must offer Elenia's main users sufficient possibilities for configuring and maintaining the system, such as creating and modifying reports and input bases without continuous supplier-specific development work. The system's suitability for sustainability reporting as part of the financial reporting framework can be considered in the later stages of the procurement.
