Procedure for awarding a contract by means of the European public procurement procedure in accordance with the (amended) Public Procurement Act 2012. Contracting Authority The contracting authority for this procurement is the Municipality of Breda. For more information about the Municipality of Breda, please refer to the municipality's website: www.breda.nl. Scope of the contract The contract covers the integral postal services for the Municipality of Breda, including at least: the collection, sorting, transportation and delivery of addressed mail items; the collection, sorting, transportation and delivery of parcels; the processing and delivery of election mail; the processing of returns; Pick-up service (post office) mail and Delivery service (post office) mail; the handling of registered mail items (Domestic and International) and other special postal services; the provision of quality assurance and performance monitoring. The exact scope and content of the service are further detailed in the Programme of Requirements and the SLA. Outside the scope are: distribution of door-to-door messages (municipal messages) and bicycle courier services. Lots This contract is not divided into lots. Objective To conclude a framework agreement with one contracting party for the provision of postal services for the Municipality of Breda. This framework agreement will be entered into for a period of 2 years. The start date of this framework agreement is 1 February 2027. The contracting authority has the right, with the mutual consent of the parties, to extend this framework agreement twice (2) under the same terms and conditions, each time for a period of one (1) year. The maximum duration of the framework agreement is therefore four (4) years. The decision-making process regarding this extension(s) will be based on an evaluation of the performance of the service delivery. Award criteria and motivation The contracting authority will award the contract to the tenderer on the basis of the award criterion of lowest price, because the requested service is fully, objectively and unambiguously specified in the Programme of Requirements, the Service Level Agreement (SLA) and the framework agreement. The required quality of the service is fully defined in minimum requirements, performance requirements, KPIs and contractual conditions regarding, among other things, delivery quality, order quality, election mail, complaint handling, management reports, continuity, traceability, information security and sustainability. All tenderers must unconditionally meet these requirements. The contracting authority is of the opinion that tenderers cannot essentially differentiate themselves on quality without deviating from the set requirements. The contracting authority intends to award the contract to the tenderer who has submitted a valid tender and has offered the lowest total tender price. Maximum contract value The maximum contract value within the framework of this agreement is set at € 2,000,000,- over the duration of the agreement, including extension options. No rights can be derived from the mentioned amount. There is no obligation for the contracting authority to purchase. If during the duration of the framework agreement the maximum contract value is exceeded, the framework agreement will be terminated (earlier).
