France – Public road transport services – Gestion et exploitation des services publics de transports non urbains de voyageurs du réseau Aléop en Sarthe

This consultation is organised in accordance with the provisions of Articles L. 1411-1 and following and R. 1411-1 and following of the General Code of Local Authorities (CGCT) as well as the relevant provisions of the Public Procurement Code (hereinafter "CCP") and in particular its specific rules applicable to concession contracts which have as their object the operation of passenger transport services. The consultation is not divided into lots. It concerns a single contract covering all non-urban public transport services for passengers on the Aléop network in Sarthe, including the management and operation of the Mans bus station, the TPMR72 service and the on-demand transport service for Crissé and Rouessé-Vassé. Candidates must submit their application and offer simultaneously before the deadline and time set out in the consultation regulations. In accordance with the provisions of Article L. 1411-5 of the General Code of Local Authorities (hereinafter CGCT), following the opinion of the Public Service Delegation Commission of the Region of Pays de la Loire, the latter may freely organise a negotiation with one or more candidates under the conditions provided for in Article L. 3124-1 of the CCP. The programme document includes a base offer and four (4) mandatory options, defined as follows: - Option No. 1: new on-demand transport (TAD) shuttle offer (see Annex 15 of the programme document); - Option No. 2: integration of 206GO services within Aléop line 206 (see Annex 16 of the programme document); - Option No. 3: integration of 211GO services within Aléop line 211 (see Annex 17 of the programme document); - Option No. 4: integration of additional services on line 207 (LBN Community) (see Annex 18 of the programme document). Candidates must necessarily submit an offer for each of the mandatory options.
