Germany – Architectural, construction, engineering and inspection services – Generalplanungsleistung Neubau einer technischen Schulungsanlage für Navigation sowie Umzug von flugsicherungstechnischen Einrichtungen vom Fliegerhorst Kaufbeuren an den Flughafen Magdeburg Cochstedt

General planning services for the new construction of a technical training facility for navigation of DFS Deutsche Flugsicherung GmbH on and adjacent to the Magdeburg Cochstedt Airport, as well as the relocation of air traffic control facilities from the Kaufbeuren Air Base to the Magdeburg Cochstedt Airport. The general planning services include basic and special services of the service pictures for building and traffic planning; specialist planning (structural planning and technical equipment for system groups 1 to 5, 7 and 8) as well as services of building physics for the performance phases 1-9 according to HOAI 2021. The Technical Training Facility (TSA) serves the initial training and maintenance of competencies of engineers and technicians at the air traffic control facilities for navigation (ILS, NDB, DME, (D)VOR and TACAN). The TSA is currently located at the Kaufbeuren Airport (Federal Armed Forces property). The end of the lifecycle of the training buildings in Kaufbeuren has been reached. The new property is located on the site of the DLR National Test Center for Unmanned Aircraft Systems at Magdeburg Cochstedt Airport. A significant portion of the existing air traffic control facilities can be reused and should be moved from Kaufbeuren to Cochstedt. The training building with approx. 450 m² of gross floor area is to be newly developed and constructed in Cochstedt using prefabricated construction (steel or wood (hybrid) construction). The technical equipment also includes the media technology in the training building. Special features for the Kaufbeuren site: The property is located in the security area of the Kaufbeuren Air Base. Special features for the Hecklingen site: The property is partially located in the security area of the Magdeburg Cochstedt Airport. Access to both sites requires both a reliability check according to §7 Aviation Security Act (LuftSiG) and a respective airport pass. Planning, construction and commissioning of the navigation training facilities will be accompanied by air traffic control personnel. The entire scope of services is to be awarded in stages. The transfer of the services is planned as follows: LST 1: HOAI performance phase 1-4 LST 2: HOAI performance phase 5-8 LST 3: HOAI performance phase 9 With the conclusion of the contract, the performance stage 1 will be ordered.
