Netherlands – Architectural, engineering and planning services – Openbare Europese aanbesteding: Raamovereenkomst plan economische adviesdiensten

The objective of this procurement is to conclude a multi-year framework agreement with one party for economic advisory services. The scope of the framework agreement to be concluded consists of the following products and services:

• Land exploitation: regular budget monitoring and updating of ongoing land exploitation and timely identification of risks and management of these risks.

• Cost accounting: advising on, supporting and preparing cost accounting calculations for the benefit of previous agreements.

• Financial (strategic) advice for land files: preparing feasibility studies, residual land value calculations and exploitation plans.

• Contributing to the further development of the economic planning domain within the municipality of Steenwijkerland, for example with products such as the Multi-Year Land Exploitation Forecast (MPG) and risk reports.

• Advising on negotiations with market parties or housing corporations. If requested - after prior consultation with and approval from the municipality - provide input on questions from the accountant, audit office, municipal council, portfolio holder(s), College B&W and participation in relevant consultations.

• Providing substantive input on the relevant (policy) documents to be drawn up, including but not limited to the annual land price letter to be determined, in which land values are included for various distinct land functions.

• Drawing up and processing the P&C documents in figures such as the Annual Accounts and Multi-Year Budget for the Real Estate Company.

• Advising on the annual Land Price Letter.
