France – Construction work – MARCHE IBS-A : Marché d'études d'exécution, de travaux de génie civil (GC), de voiries et réseaux divers (VRD), Moyens de manutention et de levage (MML) et de gestion du chantier pour la construction d’un bâtiment technique nucléaire sur le site du DAM CESTA au Barp (33).
Description
The contract mentioned above is part of the project to build the Support Building for the Experimental Hall (BSHE) of the LMJ. The BSHE is a maintenance and operational readiness facility for the equipment of the LMJ's experimental hall, characterized by: • A footprint of approx. 5 000 m2; • A total surface area of approx. 7 500 m2; • Approx. 100 rooms distributed over two levels (N0 and N+1); • Reinforced concrete building: 3 functional blocks and 6 structural blocks; • Pile foundations; • Concrete volume of approx. 9 000 m3; • Nuclear ventilation (flow rate 70 000 m3/h); • Clean rooms (ISO6) with recyclers or FFU (200 000 m3/h); • Installed electrical power of approx. 1 200 kVA; • 1 discharge outlet. NOTA: The volumes specified above are estimated quantities by the CEA. They do not constitute a commitment by the CEA. The trades required for the construction of the facility are grouped into 3 separate contracts. Contract IBS-A, the subject of this notice, covers: • Roads and various networks (VRD), green spaces; • Final earthworks; • Structural work; • Second work (painting and coatings, joinery, locksmithing and metalwork, partitions, cladding and roofing, watertightness/insulation); • Metal framework (including outlet); • Trench refills; • Non-nuclearised handling equipment (bridges/hoists); • Site management (company base life, operational maintenance of the site, provision of easements, prorata, common expenses….). The operational readiness of the LMJ's experimental hall equipment is partly ensured in rooms of the ISO6 clean room type with high humidity and temperature control requirements. The building is sized to take into account a risk of radioactive contamination of the equipment to be maintained. Contract IBS-B covers ventilation (Nuclear, conventional, ISO6 cleanliness) and fluids and effluents. Contract IBS-C covers electricity, high currents, low currents, sensitive industrial low currents and radioprotection instrumentation. The expected services include, for the technical scope described above: • Execution, manufacturing, assembly, control and testing studies, • Supplies, factory manufacture, associated tests and qualifications, • On-site assembly and integration, as well as associated tests and qualifications, • OPR, DOE and acceptance of works. The technical scope of contract IBS-A includes, in particular: • Participation in the synthesis of all-trades execution studies with other contracts; • Participation in the technical interface management with other scopes and contracts; • Participation in the overall tests of the facility; • Real-time monitoring of the technical requirements and safety requirements imposed by the specifications; • Services relating to the installation and operation of the site (company base life, operational maintenance of the site, provision of easements, prorata, common expenses, installation of encampments, general networks, traffic, cleaning and installations, …); • Structural work (complementary earthworks, the various reinforced concrete structures, lightning protection and earthing systems, various reservations, …); • Second work (local tanking work, metal frameworks, outlets, watertightness, cladding and roofing, joinery, locksmithing and metalwork, partitions, false floors, painting and coatings, trench refills and caulking); • Final VRD work (roads, surface elements, drainage, dry networks, landscaping…); • Handling and lifting work (overhead cranes, jibs, monorails, hoists, …). The work is carried out, for the most part, on the BSHE site (Building and Civil Engineering Site - externalised) under the terms of Article R 4532.1 of the Labour Code, with the exception of the construction of the LMJ link airlock, the connection of networks (dry and fluid) to the LMJ and the commissioning tests of the facility carried out under the authority of the facility manager. The activities are carried out taking into account the co-activity constraints inherent in the chosen allotment. The firm and conditional services to be carried out under the contract include: • Manufacturing, assembly, control and testing studies, - Firm Section (TF) • Supplies, factory manufacture, associated tests and qualifications: o Firm Section (TF): structural work and VRD o Conditional Section (TC1): Other trades • On-site assembly and integration, as well as associated tests and qualifications: o Firm Section (TF): structural work and VRD o Conditional Section (TC2): Other trades • OPR, DOE and acceptance of works. - Conditional Section – TC3 The optional "technical" services to be carried out under the contract are described below: • Operation/maintenance (1 to 2 years) • Standby during construction phase • Metal staircase and walkway for operating personnel • Partitions • IRP platform • Reinforcement increase • MML fabrication and commissioning studies • Maintenance platform for the hoist • Overall dimensioning of the building Specific technical and organisational options may be detailed in the contract project, when the tender documents are submitted. Additional services are provided in the BPU or on quotation.
