Description

The Gramat site of the CEA is one of the five centres of the Military Applications Directorate of the French Alternative Energies and Atomic Energy Commission (CEA). It implements diverse skills in the fields of detonics and electromagnetism. The CEA/Gramat is located in the commune of Gramat (46500), at 3543 Avenue André Malraux, BP 80200, in the Lot department, belonging to the administrative region of Occitanie. The CEA/Gramat covers an area of 325 hectares and comprises 131 buildings, some of which are in the pyrotechnic sector. The centre is accessible to its employees from 7 am to 8 pm. The CEA Gramat is renewing its cleaning contract. The new contract will start on 1 February 2027. It includes six main services:

- Service 1: Cleaning of premises.

- Service 2: Waste collection.

- Service 3: Collection and distribution of linen.

- Service 4: Cleaning of glazing.

- Service 5: Document destruction.

- Service 6: On-demand services (services in BPU on quotation).

Experience shows that a minimum team of 6 working people is necessary for the proper execution of the service, supervised by a manager present several times a week on site, ensuring administrative procedures (HR, quality control, support to the site manager, respect for the schedule, etc.).

• Service 1: Cleaning of premises

The cleaning of premises includes, in particular, the cleaning of administrative buildings, sanitary facilities, laboratories and dining rooms. It consists of cleaning:

- Floors;

- Furniture;

- Sanitary facilities;

- Certain wall coverings.

The total areas will be specified in the tender specifications published in the offer phase.

• Service 2: Collection of conventional waste

The supply of bins and wastepaper baskets is the responsibility of the CEA/Gramat. The Contractor provides the consumables and ensures the transport of waste. The bags used must be recyclable. The waste collection area covers all the buildings of the centre (including the premises subject to on-demand cleaning services). It includes paper waste, non-recyclable DAOM, recyclable DAOM and ashtray waste. The estimated annual volume will be given in the tender specifications published in the offer phase.

• Service 3: Collection and distribution of linen

The Contractor ensures a weekly round trip to various buildings of the centre to collect the professional linen, take it to the laundry contractor, pick it up at the reception building and redistribute it. It provides a register indicating the collection points, the dates of passage (collection and distribution), the total number of linen items.

• Service 4: Cleaning of glazing

The Contractor ensures the cleaning of the glazing inside and outside the buildings. It also ensures the cleaning of window sills, window frames and blinds. Some high windows require the use of a basket or special and adapted means. Approximately 10% of the external windows are barred. The Contractor ensures the biannual cleaning of accessible glazing and difficult-to-access glazing.

• Service 5: Document destruction

The Contractor ensures the weekly collection of paper waste contained in the bins of the administrative premises and ensures its transport to the destruction room. The Contractor ensures the destruction of documents using the shredder made available to it.

• Service 6: On-demand services

Special and additional cleaning services can be requested from the Contractor. In this case, the CEA will transmit a statement of need describing the scope of the expected services. These services may, for example, cover the cleaning of floors, furniture, sanitary facilities, etc.
