Description

The consultation concerns the award of a Performance-Based Contract (hereinafter "PBC") as defined in Article L. 2171-3 of the Public Procurement Code (hereinafter "PPC"). The Contract will cover the design and implementation of the works specified in the functional and technical programme (hereinafter "FTP") and the operation of the energy valorisation centre (hereinafter "EVC") for AZALYS waste from VALOSEINE, in Carrières-sous-Poissy. The main services to be provided by the Contractor are as follows:

• Design and implementation of works aimed at, among other things, the dry treatment of fumes, the change of the GTA, and the supply of heat

• Administrative procedures for obtaining the authorisations prior to the implementation of the works

• Operation and maintenance of the EVC to treat the waste brought by VALOSEINE, in compliance with service continuity

• Management of the bottom ash for maturation, analysis and valorisation

• Evacuation and treatment of the filter cakes

• Supply of heat to the future RCU of the urban community Grand Paris Seine and Oise

• If necessary, the supply of steam to a steam consumer, however, candidates are informed that this service may be removed prior to the request for submission of the final offer

• Commercialisation of the electricity, the income from which is paid to VALOSEINE

• Possibility of commercialisation of a maximum of 7,000 t/year of waste to be treated at the EVC
