The Municipality of Breda wishes to implement a multi-year leadership development programme for directors, department heads, and team leaders during the period 2027–2029. The contract includes at least: • Development and execution of a leadership trajectory for directors and department heads; • Development and execution of a leadership trajectory for team leaders; • Organisation of thematic meetings around leadership and management themes. The municipality wishes to contract a single contractor who acts as an expert, director, and broker, and also serves as a strategic and content-related sparring partner. This means that the contractor is an expert in the field of leadership and management development, monitors the coherence, quality, and rhythm of the programme in the Municipality of Breda, and thinks along with the Municipality of Breda about the further development of the leadership development trajectory. The Municipality of Breda chooses a development-oriented change approach for the leadership development trajectory. This approach is based on the premise that leadership development and organisational change are not fully controllable or feasible, but develop in practice in interaction with the context, the tasks, and the stakeholders. The contractor therefore works with an iterative and learning approach, in which there is room for experimenting, reflecting, dialogue, and adjustment during the duration of the development trajectory. The municipality intends to conclude an agreement for a duration of two years, with extension options of 1.5 years. This results in a maximum duration of 3.5 years.
