“Elektrozapredelitelni Mreji Zapad” EAD is conducting a „negotiated procedure with prior invitation for participation“ with the subject: „Construction and installation works for the reconstruction and new construction of low-voltage overhead and cable networks with the installation of electricity meters at the property boundary on the territory of Sofia region, serviced by „Elektrozapredelitelni Mreji Zapad” EAD“, ref. No. RRS 26-045. The subject of the public procurement is divided into three separate lots, as follows: Separate Lot No. 1: Construction and installation works for the reconstruction and new construction of low-voltage overhead and cable networks with the installation of electricity meters at the property boundary, on the territory of Operational Centre (OC) Pirdop and OC Botevgrad. Separate Lot No. 1 covers the territory and will be carried out in the following municipalities of Sofia region: Botevgrad, Pravec, Etropole, Pirdop, Koprivshtitsa, Elin Pelin, Gorna Malina, Zlatitsa, Chavdar, Chelopetch, Mirko, and Anton. Separate Lot No. 2: Construction and installation works for the reconstruction and new construction of low-voltage overhead and cable networks with the installation of electricity meters at the property boundary, on the territory of OC Samokov and OC Kostinets. Separate Lot No. 2 covers the territory and will be carried out in the following municipalities of Sofia region: Kostinets, Dolna Banya, Ihtiman, and Samokov. Separate Lot No. 3: Construction and installation works for the reconstruction and new construction of low-voltage overhead and cable networks with the installation of electricity meters at the property boundary, on the territory of OC Slivnitsa and OC Svoge. Separate Lot No. 3 covers the territory and will be carried out in the following municipalities of Sofia region: Slivnitsa, Dragoman, Bozhurishte, Kostinbrod, Godech, and Svoge. Each candidate/participant may participate in all separate lots (one or more separate lots under the subject of the procurement, up to their maximum number). The Contracting Authority does not limit the number of separate lots that can be awarded to a single contractor. The execution of all separate lots will start simultaneously, and a contractor who has concluded a contract for more than one separate lot is obliged to provide the necessary personnel and equipment for all concluded contracts. The award criterion for the present public procurement in determining the most economically advantageous tender is „lowest price”. The ranking of participants is carried out for each separate lot individually. The participant who proposed the lowest overall price for the execution of the order is ranked first in the corresponding separate lot. The contract period for each separate lot is 24 (twenty-four) months, from the date on which it is concluded or until the maximum value of the contract is reached, depending on which of the aforementioned events occurs first. The category of the constructions, falling within the scope of each of the three separate lots of the present public procurement, is third, according to Art. 137, para. 1, item 3, letters b) and g) of the Territorial Development Act. The group of constructions, falling within the scope of each of the separate lots of the present public procurement, is third – constructions from the energy infrastructure, according to Art. 5, para. 1, item 3 of the Ordinance on the procedure for registration and maintenance of the Central Professional Register of Builders. The execution of the contract for each separate lot will be carried out depending on the technical readiness of the Contracting Authority to award the execution. For the award of specific types of works, the Contracting Authority draws up a document for the award of the execution, containing at least the following information: the types of works and their quantities, execution period, price based on unit prices and other information necessary for the execution of the types of works. The document for the award of the execution also specifies the types of materials that the Contracting Authority provides to the Contractor. The document for the award of the execution is signed by the Contracting Authority and the Contractor, in the order and manner described in the draft contract. The acceptance of the completed work for each document for the award of the execution is carried out with an acceptance protocol, signed by both parties to the contract, in the order and manner described in the draft contract.
