The Information Systems Directorate wishes to renew its market for cross-functional management support. The DSI currently has a cross-functional management support market, valid until 31/12/2026. This market mainly covers general IT profiles: - AMOA and AMOE type IT Consultant - IT Project Manager. Given the use of this market and the current needs of the DSI, we envisage renewing the cross-functional management support market, focused on the following profiles: - AMOA type IT Consultant - IT Project Manager. The present consultation is composed of 1 lot, for which the services for each of the lots are described in the contract notice: The maximum amount of the contract is 75,000,000€. It is awarded according to a negotiated procedure in accordance with Article R2124-4 of the Public Procurement Code. The services will take place solely in Metropolitan France, in the premises of GRDF, specifically: - In Saint Denis (93210) for lot 1. The procedure will take place in two phases: • Phase 1, called the "candidacy" phase (or "RFI"): selection of candidacies which will be analysed in accordance with the assessment criteria detailed in this document and contract notice. The maximum number of candidates who will be admitted to phase 2 is set at 8. • Phase 2, called the "offers" phase (or "RFP"): choice of the most advantageous offers assessed in accordance with the selection criteria that will be defined in the consultation regulations transmitted to the admitted candidates. This document corresponds to phase 1 of the consultation and aims to frame the modalities for the selection of the tenderers who will be invited to phase 2. Criteria for selection of candidacies. The technical and professional capacities, to be developed in the present tender submission file (weighting 100%). 1. Talent pool & human resources related to the subject of the segmented market by workforce including relevant certifications 40% 2. Know-how, methodology and tools likely to be implemented in relation to the subject of the market. Weighting 20% 3. Quality and relevance of 3 references dating from less than 3 years, in relation to the subject of the market in question. Weighting 40% Documents to be provided. F. Minimum requirements: All the answers provided must concern the entity likely to participate in the consultation to which it will apply. / clauses of mandatory insertion provided. When the Candidate is a group of companies, the present tender submission must be completed separately by each of the members of the group and provide all the documents requested. The Response submitted by the Candidate must include the following documents: The answers to the requests for information and criteria set out in Point C and D of this document accompanied by the documents deemed necessary, duly completed, submitted in PDF or Word format. The documents and certificates requested either directly on the P-gaz platform, or by default in Point F of this document. Any incomplete response may be declared irregular and rejected, without the purchaser being required to request a regularisation. Tenders must be submitted before the date and time indicated on the P-GAZ platform, as mentioned in the contract notice. Late tenders will be declared inadmissible and consequently rejected in accordance with Article R 2143-2 of the Public Procurement Code. If an item is not applicable, the candidate must indicate N/A in front of the section. GRDF reserves the right to verify all the information transmitted both to the authorities and to the companies mentioned. This information is considered confidential by GRDF, which, in this capacity, undertakes not to disclose it and to limit its dissemination to the persons concerned only. Candidates cannot tender both as a member of a temporary group of companies and individually and/or as a member of several groups for the same lot in accordance with Article R2142-21 of the Code of Public Procurement.
