Description
The subject of the procurement is a centralized and unified solution that supports the City of Helsinki's strategic objectives in data utilization, digitalization, and data-driven decision-making. The solution to be procured is intended for use by the City of Helsinki's administrative sectors and commercial entities. The ready-made solution must be implemented as a SaaS service (cloud-based solution). The solution to be procured is delivered as a comprehensive service, including a fixed implementation project, ongoing service support and maintenance, and separately ordered expert services. The scope of the procurement is detailed in the invitation to tender and its annexes. The City of Helsinki's operations generate and utilize large amounts of data continuously, and the management of data assets is fragmented across different administrative sectors and commercial entities. The aforementioned administrative entities have varying practices and capabilities in managing metadata, which makes it difficult to obtain a comprehensive view. Several standardized metadata models are in use, but their application and management vary, which complicates data sharing and integration. Metadata is not managed centrally, and there is no reference framework for it. Data ownership practices vary by administrative entity, which can affect data sharing, quality maintenance, and responsibility issues. This prevents effective data utilization and sharing between different administrative entities and, in part, leads to knowledge being strongly tied to individuals, posing risks to the continuity of information management. Although financial and HR data are already shared, the City's extensive data assets are not fully utilized. There is so much data that its potential is not always recognized, and information sharing does not occur systematically or at the city level. Some of the City's older systems do not support current data modeling and integration needs, while newer systems do. The management of terminologies is largely decentralized by administrative entity, and there is no centralized management model in use. This hinders the consistency of information. Additionally, data mobility between systems is not fully controlled. Transferring information between different systems can be challenging, which can lead to data loss, incorrect information, or delays in decision-making. To address these challenges, the City of Helsinki has initiated a knowledge management development project, as part of which a city-wide data catalog is being procured. The purpose of the data catalog is to provide a centralized solution for managing, discoverability, and understandability of the City's data assets. The purpose of the solution to be procured is to support data-driven decision-making. The agreement is valid for a fixed term of two (2) years from the date of signature. After this, the agreement continues indefinitely. The subject of the procurement is described in more detail in this invitation to tender and its annexes. The City of Helsinki is not committed to any procurement quantity.
