Germany – Provision of language courses – Schulungsleistungen Sprachen (Open House)

In the product Training Services Languages and Language Learning Offers, the Personnel and Organizational Development (hereinafter referred to as POE) identifies the general and strategic development needs of the DLR and advises internal stakeholders on the implementation by external providers. The language courses include group lessons for internal groups, including advanced topics, individual lessons and individual training, as well as digital learning offers as individual modules (eLearning, language levels from A1 to C2 GER, non-EU languages). The courses take place virtually and in person after coordination, within the framework of an Open House model with the aim of forming a pool. If the prerequisites regarding suitability and qualification are met, admission to the POE Pool "Languages" takes place. From this POE Pool, the Personnel Development selects suitable trainers for the implementation of individual orders for specific topics as required throughout the entire contract period. The number of services to be procured is not binding and is subject to annual fluctuations. Upon admission to the pool, each provider receives a corresponding framework agreement related to the lot. Admission does not establish a claim to a certain minimum order size or to a minimum order volume for the provider. The services are divided into four lots according to the qualification requirements. Providers can apply for one, several or all lots. The decision on admission to several lots is made by the Personnel Development based on the provider's qualifications. The contract period in the Open House begins on the day of admission to the POE Pool. The contract end date for all contracts is 31.01.2030. To participate in the Open House procedure, the eligibility criteria and minimum requirements specified in the notice must be met.
