In the context of operational missions or training actions, the Army's operational forces use operational single and two-seat paragliders to increase their mobility both during the day and under twilight or night conditions, and this in adverse weather conditions. The tactical superiority of the combatants equipped with these paragliders therefore lies in: the reliability of the paraglider / ease of use / carrying capacity / reduced volume and mass. The current definition of paraglider systems and subsystems includes, according to the "training" or "operational" configuration: FOR THE SINGLE SEAT: main wing EN-A with suspension lines; reserve parachute with suspension lines; seat or harness; radio and its chest holster; helmet; wing protection bag; compression strap; quick transport bag. FOR THE TWO SEAT: main wing EN-B with suspension lines; reserve parachute with suspension lines; passenger + pilot seats or passenger + pilot harnesses; radio and its chest holster; helmets; wing protection bag: compression strap; quick transport bag; pair of flexible and rigid spreaders. The present framework agreement will have a total duration of 7 years. Over this period, the objective is to acquire approximately 160 complete single-seat paraglider systems and 40 complete two-seat paraglider systems, with delivery spread over four years, as well as the associated technical support and documentation. The following services are included under the framework agreement: adaptation of the main system / development of the technical reference / technical support for state qualification / supply of series material / series material support / implementation of technical control activities. The framework agreement also provides for the possibility of acquiring additional materials and services on purchase orders in accordance with Articles R.2362-1 to R.2362-6 and R.2362-8 of the Public Procurement Code. Since the framework agreement may present significant technical uncertainties, it will include a provision for orders to cover the potential purchase of supplies and services that could not be precisely defined in the initial framework agreement. The amounts indicated in sections 2 and 5 below are exclusive of taxes. The maximum amount of the composite framework agreement is 7 million euros exclusive of taxes. It is specified that the deadline for the submission of tenders is 16/03/2026 at 12:00 (Paris time). Those listed in section 5.1.12 are in UTC format. This is a Defence and Security Contract. In addition to section 5.1.15: This is a single-award composite framework agreement (with lump-sum items and a purchase order item). Candidates must specify whether they are applying individually or as part of a group. Candidates are not allowed to submit multiple offers, acting both as individual candidates and as members of one or more groups or as members of several groups. The composition of groups may be modified, and new ones may be formed between the submission of applications and the submission of initial tenders if all members of the new group, presented at the tender stage, have been authorized at the application stage to submit a tender or to participate in it, at least as an accepted subcontractor in the application phase. The newly formed group must meet the requirements relating to the capacities of the candidates. Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. The documents contained in the application file requiring a signature must be signed by a person authorized to commit the company (with the name, first name, and title of the signatory, and with the company's stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company. As for electronic files, a signed zip file does not constitute a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorized to commit the company (cf. 'Modalities of transmission of tenders mentioned in section 2.1.4). A scanned handwritten signature cannot replace the electronic signature. All members of the group must opt for the same signature format (handwritten or electronic) without the possibility of mixing the two types of signatures. The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, failing which the candidate's application will be rejected. Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic. In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area.
