Finland – Dental and subspecialty instruments and devices – Suunterveydenhuolto: hammastarveaineet ja tarvikkeet, instrumentit ja pienlaitteet DPS 2026-2031
Description
The HUS Group is establishing a dynamic purchasing system (DPS) for the procurement of various dental healthcare products, supplies, instruments, and small devices, as well as related additional services. The DPS broadly covers various procurements suitable for dental healthcare needs and is not limited to pre-identified product groups. We invite market operators to submit applications to participate in this DPS. The products to be procured are defined in more detail in each internal tender within the dynamic purchasing system. The first call for tenders within the DPS is planned to be published by October 2026 at the latest. HUS will procure dental healthcare supplies, instruments, and small devices through this DPS in situations where existing contract periods are expiring or the procurement need is not included in current contracts. The procurement need may, for example, result from new products entering the market, previously unnoticed needs, or changed treatment practices. An entity can apply to be a supplier in the dynamic purchasing system if it meets the suitability requirements specified in the ESPD form and/or in the participation request below. All candidates meeting the suitability requirements will be included in the DPS. Products to be tendered through the dynamic purchasing system can be procured by the HUS Group (HUS) in addition to the Defence Forces, the following YTA regions: Kymenlaakso Wellbeing Services County, South Karelia Wellbeing Services County and Päijät-Häme Wellbeing Services County, and the following HUS Group owners: City of Helsinki, Eastern Uusimaa Wellbeing Services County, Central Uusimaa Wellbeing Services County, Vantaa and Kerava Wellbeing Services County and Western Uusimaa Wellbeing Services County. The Wellbeing Services Counties involved are defined separately in each internal tender. This DPS is valid until 30.5.2031, unless it is shortened or extended by a separate notice. Participation applications can be submitted throughout the duration of the dynamic purchasing system. It is valid until the date indicated in the procurement notice, unless it is terminated or amended while in force. At the time of publishing the participation request, HUS estimates that 10-20 tenders will be published within the DPS over the next four years (2026-2030). The figure is a preliminary estimate that may change significantly as the tendering need and product grouping become clearer later on. At the time of publishing the participation request, HUS estimates the total value of the DPS for its entire duration to be a maximum of 35,000,000 euros, excluding VAT, taking into account all procurements that may be made in the system. The estimate is preliminary and is based on purchasing history and current known procurement needs. HUS does not commit to any procurement quantities or purchase obligations with this notice. Actual procurements are made through internal tenders within the DPS, where the procurement target is described and specified. A separate contract is concluded for each internal tender. The contract period is defined separately in the internal tender on a case-by-case basis. The procurement unit may, if it so decides, use electronic auctioning in the internal tender within the DPS. The details of the electronic auction are then announced in the call for tenders for the internal tender. APPLICATION OF THE IPI REGULATION AND MEASURES The IPI regulation and measures of the European Commission are applied to the dynamic purchasing system (Commission Implementing Regulation (EU) 2025/1197, Article 2; Regulation (EU) 2022/1031 of the European Parliament and of the Council, Article 8). Under the IPI measure, the procurement unit must exclude bidders originating from the People's Republic of China from the procurement process. In addition, the procurement unit must apply the obligations of the IPI Regulation, Article 8, regarding suppliers selected in the tender, in the internal tenders of the dynamic purchasing system, if the estimated value of the internal tender exceeds the EU threshold (IPI Regulation, Article 6, paragraph 5). The dynamic purchasing system is described in more detail in this participation request and its annexes.
