Main characteristics of the procedure: The consultation concerns a restricted design contest for a sketch +, in accordance with the provisions of Articles L 2125-1 and L 2172-1 and organised in accordance with the provisions of Articles R2162-15 to R2162-26 and R 2172-1 to R 2172-6 of the Public Procurement Code. – Contest format: The operation falls within the scope of the provisions of Book IV of the second part of the Public Procurement Code (CCP). - Contest objective: The objective is to appoint a design team for the overall redevelopment of the COSEC sports complex, chemin des Salins. The contest concerns the overall redevelopment of the sports complex. It replaces an ageing and scattered complex with a new, coherent and shared sports hub, bringing together eight components:  - a new municipal swimming pool, - two multi-sport halls, - a silo car park surmounted by a sports platform - a seasonal workers' village, - a rehabilitated villa, - a technical building, - a city stadium and overall landscape treatment. - Project plot and perimeter: Plot AM 0113 with an area of 33,482 m2, project perimeter: approximately 21,584 m2. Floor area: approximately 13,946 m2. The operation is carried out on an occupied site, in accordance with a strict phasing that guarantees the continuity of the public service throughout the duration of the works for a complete commissioning by the end of 2032. The part of the financial envelope allocated to the works is 29,622,600 € excl. VAT, i.e. 35,547,120 € incl. VAT, in 2026 value. – General procedure The contest is organised in two phases: • First phase: candidates submit a complete application file allowing to check the conditions of participation and to implement the selection criteria defined in the contest notice and specified in Article 10.2 of the contest rules "candidature phase" The jury analyses the applications and gives a reasoned opinion on them. On the basis of this opinion, the buyer then selects three candidates admitted to compete, subject to a sufficient number of admissible applications and presenting the required capabilities. • Second phase: the participants submit anonymously a project file whose level of design corresponds to a sketch + The jury examines the files submitted on the basis of the evaluation criteria defined in the contest notice and specified in Article 16.1 of the contest rules "project phase" and then establishes a ranking of the projects. After the lifting of anonymity, provided that the jury has made requests for clarification and questions in the minutes, a dialogue can be established with the participants. The buyer chooses the winner(s) of the contest on the basis of the minutes and the opinion of the jury. At the end of the contest, in accordance with Articles R. 2122-6 and R. 2172-2 of the CCP, the buyer launches a procedure without publicity or competition allowing him to negotiate with the winner(s), after the submission of the offer, the technical, administrative and financial conditions of the design contract described in Article 4 of the contest rules.
